(a) to promote the harmony between man and nature. Use nature in an orderly manner, adjust and optimize the spatial structure, delimit the red line of agricultural space and ecological space protection, and build a scientific and reasonable pattern of urbanization, agricultural development, ecological security and natural coastline. Establish a unified and standardized national ecological civilization experimental zone.
Adjust the city scale according to the carrying capacity of resources and environment, optimize the city form and function based on landscape, and implement green planning, design and construction standards.
Support green and clean production, promote the green transformation of traditional manufacturing industries, promote the establishment of a green and low-carbon recycling industry system, and encourage enterprises to upgrade their technical equipment. Develop green finance and set up a green development fund.
Strengthen the education of resources, environment, national conditions and ecological values, cultivate citizens' awareness of environmental protection, and promote the formation of green consumption awareness in the whole society.
(2) Accelerate the construction of main functional areas. Give full play to the role of main functional areas as the basic system for the development and protection of land space, implement the planning of main functional areas, improve policies, publish the national planning map of main functional areas and the catalogue of main agricultural products producing areas and key ecological functional areas, and promote the development of various regions according to the main functions. Coordinate all kinds of spatial planning based on the main functional area planning, and promote the "multi-regulation integration".
Promote the high-end and efficient development of industrial structure in Beijing-Tianjin-Hebei, Yangtze River Delta and Pearl River Delta regions, prevent and control "urban diseases", and reduce the increment of construction land year by year. Promote key development areas and improve the concentration of industry and population. The negative list of industrial access is implemented in key ecological functional areas. We will increase transfer payments to major agricultural producing areas and key ecological functional areas, strengthen incentives and compensation, and establish horizontal and basin ecological compensation mechanisms. Integrate and set up a number of national parks.
Maintain biodiversity, implement rescue protection projects for endangered wild animals and plants, and build rescue breeding centers and gene banks. Strengthen the import and export management of wild animals and plants to prevent the invasion of harmful alien species. Severely crack down on the illegal trade in ivory and other wildlife products.
Taking cities and counties as units, a spatial governance system consisting of spatial planning, use control, audit of natural resources assets after the departure of leading cadres, and differentiated performance appraisal will be established.
(3) Promote the development of low-carbon cycle. Promote the energy revolution, accelerate energy technology innovation, and build a clean, low-carbon, safe and efficient modern energy system. Increase the proportion of non-fossil energy and promote the clean and efficient utilization of fossil energy such as coal. Accelerate the development of wind energy, solar energy, biomass energy, hydropower and geothermal energy, and develop nuclear power safely and efficiently. Strengthen the construction of energy storage and smart grid, develop distributed energy, and implement energy-saving and low-carbon power dispatching. Open mining rights in an orderly manner and actively develop natural gas, coalbed methane and shale gas. Reform the energy system and form an effective competitive market mechanism.
Promote the low-carbon development of transportation, give priority to the development of public transportation, strengthen the construction of rail transit, and encourage green travel such as bicycles. Implement the promotion plan of new energy vehicles to improve the industrialization level of electric vehicles. Improve building energy efficiency standards and promote green buildings and building materials.
Actively control carbon emissions, strengthen energy management and control in high-energy-consuming industries, effectively control carbon emissions in key industries such as electric power, steel, building materials and chemicals, support the optimization of development areas to take the lead in achieving the peak target of carbon emissions, and implement regional demonstration projects with near-zero carbon emissions.
Implement the circular development leading plan, promote enterprise circular production, industrial circular combination and park circular transformation, and reduce material consumption per unit output. Strengthen the connection between the classified recycling of domestic waste and the recycling of renewable resources, and promote the circular link between production system and living system.
