Chapter I General Provisions Article 1 These Articles of Association are formulated to standardize the registration management of student associations in our school, safeguard the legitimate rights and interests of student associations and promote the construction of campus culture in our school. Article 2 The student association of Shandong University (hereinafter referred to as "the association") as mentioned in these Articles of Association refers to a non-profit student mass organization in which students of Shandong University spontaneously organize themselves according to the orientation, interests, hobbies and sense of responsibility of comrades, carry out activities according to their articles of association, and assume corresponding responsibilities and obligations by themselves. Article 3 Associations shall implement the basic management measures of incorporation, semester registration and activity approval. Article 4 Associations must abide by national laws and regulations and school rules and regulations. It shall not endanger national unity and national unity, harm social public interests, school interests and other student organizations and the legitimate rights and interests of students, and shall not violate social morality. Article 5 The basic task of mass organizations is to follow and implement the Party's educational policy, actively carry out healthy, beneficial and colorful campus cultural activities, and promote the overall improvement of students' comprehensive quality in our school. Article 6 Funds for community activities are obtained by paying membership fees, funds for students' activities at school, corporate sponsorship and other legal means. Associations shall not engage in profit-making business activities. Seventh associations are led by the school party committee and carry out activities under the guidance of the school youth league committee. Chapter II Membership and Management Organization Article 8 All members of the Association must be full-time students with the official status of Shandong University. Ninth leaders and key members of the community should be included in the backbone training system of school students. Foreign, Hong Kong, Macao and Taiwan students who are leaders of the community should go to the relevant competent departments of the school for examination and approval. Article 10 The Youth League Committee of the school guides the establishment of Shandong University student associations, which are responsible for the registration management, guidance and supervision, assessment and appraisal of the whole school's associations, and the associations accept the guidance, management and supervision of the Youth League Committee and the school's student associations. Article 11 An association shall have a fixed guidance unit and guidance personnel. Instructors are departments, colleges, departments and research institutes affiliated to Shandong University, and instructors are teachers formally established by Shandong University. Guidance units and instructors need to give necessary guidance, supervision and management to the societies they guide. Article 12 The club shall set up a League branch according to the needs of development and the number of members, and accept the leadership of the Youth League Committee of Shandong University. Article 13 The student associations in our school implement a two-level management system. School-level associations are registered and established in the Youth League Committee of the school. Under the specific guidance of various government agencies, colleges, departments, research institutes and other guiding units, they recruit new students and carry out activities for the whole school. College-level associations are registered and established in the College Youth League Committee. Under the guidance of the Youth League Committee of the College or the relevant departments and research institutes of the College, recruit new students from their colleges and carry out activities. The name of a college-level association must begin with the name of the college. The key activities of college-level brand associations and characteristic associations can be carried out for the whole school after being identified as necessary by the College Youth League Committee and reported to the Youth League Committee for approval. The Youth League Committee of the College may formulate the articles of association and detailed rules for its implementation with reference to the Articles of Association. Chapter III Establishment of Associations Article 14 To apply for the establishment of a school-level association, it is necessary to register and establish a school-level association with the Youth League Committee of the College (please consult the Youth League Committee of the College for the method of establishing a school-level association). After a period of construction and development, an association can be registered and established by the College Youth League Committee if it has achieved outstanding results in the annual appraisal of the whole school's associations or the College Youth League Committee has recognized that the association has excellent daily performance. The original guiding unit and teachers of the association remain unchanged. Every year, according to the construction and development plan of the whole school, the Youth League Committee regularly arranges some famous college-level characteristic associations to be transformed into school-level associations. According to the plan, the Youth League Committee can also directly recruit school-level associations that are in urgent need of registration for the whole school. Article 15 To change into a school-level association or directly register a school-level association, the following conditions shall be met: (1) It has a standardized name and corresponding organization, and the name of the student association shall be prefixed with the words "XX Student Association/Club/Association of Shandong University", which shall not violate the campus civilization and fashion, but shall conform to its nature and accurately reflect its characteristics; (two) there are relatively fixed community instructors and guidance units, instructors and guidance units must be familiar with community activities and be competent for guidance. Students' associations may employ experts, scholars, teachers and entrepreneurs inside and outside the school as honorary posts of the associations, but they must obtain the consent of the Youth League Committee in advance. Article 16 If the organization is transformed into a school-level organization, the person in charge of the organization shall submit the following documents to the Ministry of Education or the Ministry of Research and Industry under the guidance of the Youth League Committee of the school: (2) Draft articles of association; (3) Registration forms of promoters and persons-in-charge to be appointed; (4) Association instructor (guidance unit) registration form. Article 15 The articles of association shall include the following items: (1) Name; (2) The purpose, scope and method of the activity; (three) members of the association and their rights and obligations; (four) the organization and management system, procedures and authority of the executing agency; (five) the conditions, authority and procedures for the generation and removal of the person in charge; (6) Procedures for amending the Articles of Association; (7) Procedures for terminating the association; (eight) other matters that should be stipulated in the articles of association. Seventeenth Communist Youth League Committee, the Ministry of Education and Industry, and the Ministry of Research and Industry shall make a decision of approval or disapproval within 2 weeks after receiving the application; If it is not approved, it shall explain the reasons to the promoters. Article 18 In any of the following circumstances, approval shall not be granted: (1) The aims and tasks of the Association do not conform to the provisions of Articles 4 and 5 of the Articles of Association; (2) Existing associations with the same or similar nature and purpose; (3) The promoter and the person-in-charge to be appointed have been disciplined; (four) practicing fraud in the preparation of the application; (5) Other circumstances prohibited by school rules and regulations. Article 19 An approved association shall convene a general meeting or a general meeting of members within 1 month from the date of approval of its establishment, adopt its articles of association, produce its executive body and responsible person, and apply for registration of establishment. During the preparation period, no activities other than preparation shall be carried out. Twentieth associations shall not engrave official seals. After the registration of an association, an application can be made to the Youth League Committee of the school, and the Federation of Student Associations of the school will be engraved with a square seal with uniform specifications and characters for the association to carry out its work. The design of stamps must be reported to the Youth League Committee for the record. The person in charge of the association is responsible for the storage and use of stamps. Chapter IV Supervision and Management of Associations Article 21 Associations shall carry out activities within their members and on campus in accordance with their articles of association. Community activities should follow the principle of openness and publish advertisements, announcements and other full names. Without permission, no association may carry out activities in the name of the guidance department or other organizations without authorization. The responsibilities and obligations related to community activities shall be borne by the community and the community leaders. Twenty-second to carry out activities, it should be submitted to the Federation of student associations of the school, signed by the instructor and the person in charge of the association and stamped with the official seal of the guiding unit, and reported to the Youth League Committee of the school for examination and filing. The School Student Union will be published on the community website. Activities that do not meet the relevant regulations of schools and associations shall not be put on record, and activities shall not be held. Article 23 Before an association holds a major event, it shall submit an application report to the instructor, the guiding unit and the Youth League Committee in accordance with the regulations, and submit a complete activity plan including the budget and safety plan after preliminary examination. Only after approval by * * * * can it carry out activities in accordance with the prescribed procedures. Organizations that hold foreign-related and Hong Kong, Macao and Taiwan activities must apply to the relevant departments for approval by the school. After the activity, the person in charge of the club must make a written summary report to the instructor, the guiding unit and the Youth League Committee. Article 24 When an association holds various off-campus activities such as outing, social practice and going out, as well as activities with certain safety risks, it must hold an activity feasibility demonstration meeting and handle a safety supervision letter in accordance with the relevant provisions of the Implementation Rules for Safety Supervision of Off-campus Activities Organized by Student Associations of Shandong University (see the Rules for details); To carry out outing activities, it must be approved by the relevant department in charge of the school. Twenty-fifth the responsibility for the activities of the community shall be borne by the community itself. The person in charge of the association and the backbone members have serious faults in the process of activities, and their individuals shall bear corresponding responsibilities and accept punishment. Twenty-sixth leaders and key members of the association must accept the supervision of the members of the association. Members of the Association may report to the Youth League Committee and the Students' Union when they find that the Association has some bad behaviors, such as violating the law and discipline, practicing favoritism, and jobbery. Twenty-seventh associations to set up internal publications must abide by the relevant laws and regulations and the articles of association of the school. The preparation and distribution of internal publications shall be approved by the instructors and guiding units and reported to the Federation of Student Associations for approval. Twenty-eighth community websites (web pages, forums, etc.). ) must abide by relevant laws, regulations and school rules. The establishment of websites (web pages, forums, etc.). ) A society must submit an application report in accordance with the relevant provisions of the Propaganda Department of the Party Committee of the school, the network management center and the Youth League Committee, and it can only be started after approval. The association and its leaders are fully responsible for the content on its website (webpage, forum, etc.). ). Article 29 In any of the following circumstances, the Youth League Committee shall give a warning, order rectification within a time limit, and replace the person in charge of the society; If the circumstances are serious, the registration shall be cancelled and the relevant person in charge shall be investigated for responsibility. (a) the scope and content of activities are inconsistent with the purpose and articles of association; (two) refusing or not accepting the supervision and inspection of the Youth League Committee and the Federation of Students in accordance with the regulations; (3) engaging in profit-making business activities; (4) Embezzling, dividing up, misappropriating the assets of an association or accepting donations and subsidies; (five) in violation of regulations to collect fees, raise funds or accept and use donations and subsidies; (six) due to improper custody, causing serious losses to the assets of the community; (seven) the financial system is chaotic; (eight) the executive body of the association has serious violations of discipline and discipline; (nine) members of the community abuse the name of the community to carry out activities; (ten) the community has not carried out activities within two months; (eleven) there are other illegal acts. Article 30 If the preparatory activities of student associations are carried out without approval, or activities are carried out in the name of student associations without registration, and the student associations whose registration has been revoked continue to carry out activities in the name of student associations, the Youth League Committee of the school shall, jointly with the Ministry of Education and Industry and other relevant departments, ban them and deal with the relevant personnel accordingly. Chapter V Funds for Associations Article 31 The funds for associations shall be managed and controlled by the associations themselves, and all the funds for associations must be used for all reasonable expenses required for organizing activities of associations. The financial work of the Association shall be supervised by the Youth League Committee, the Federation of Students and the members (representatives) of the Association, and the financial disclosure shall be implemented. The person in charge of the association and the financial personnel shall regularly report the financial work to the Communist Youth League Committee and the members (representatives) of the association, and the annual budget and final accounts of the association shall be examined and approved by the members (representatives) general assembly. Members of the association can question their own unreasonable financial income and expenditure, and the person in charge of the association needs to give an accurate answer. The school youth league Committee and the student union randomly check the financial use of the community. Thirty-second community activities, in principle, to raise their own funds. The Youth League Committee supports high-level and influential activities organized by mass organizations in the form of project approval. Thirty-third associations can seek financial support from units and individuals inside and outside the school by organizing activities. Any donations received by the association must be truthfully reported to the Youth League Committee and the Federation of Students in advance, and can only be used after approval. Article 34 An association shall, from the date of its establishment, set up a financial revenue and expenditure account, which shall be kept by someone other than the person in charge of the association. It shall report the financial expenditure to the student association of our school every month, announce the financial expenditure to the members of the association every semester, and accept the supervision and review of the Youth League Committee, the association of our school and the members of the association. Thirty-fifth associations should adhere to the principle of economy, rationally plan and use limited funds, and organize community activities to meet the needs of students. Association financial personnel should conscientiously perform their duties. Article 36 The financial records of an association shall be accurate and standardized, with clear revenues and expenditures and complete bills. Article 37 The property of the Association belongs to the collective ownership and use of the Association. When an association is dissolved, its property shall be handled by the Youth League Committee according to its articles of association. No one may occupy, privately divide or misappropriate the property of the association, nor may they distribute it among the members of the association. Chapter VI Registration, Change and Cancellation of Associations Article 38 A registered association must register with the Federation of Student Associations at the beginning of each semester, and an association that has not participated in the registration may not carry out association activities. Thirty-ninth if it is necessary to modify the articles of association or change other registered items of the association, it should be reviewed and filed by the examination and approval department of the working daily seven days in advance. Article 40 Cancellation of Associations (1) The Youth League Committee of the school will order the dissolution of an association that violates national laws, regulations and the school management system or fails to carry out activities for one semester, and hold the responsible person of the association and relevant personnel accountable; (2) The general meeting of members decides to dissolve; (3) Division or merger; (4) being ordered to close down or dissolve. (5) Termination for other reasons. Article 41 After an association applies for cancellation, the Youth League Committee will examine its finances. During the audit, student associations shall not engage in activities unrelated to the audit. The association shall, within 7 working days from the date of the end of the audit, go through the cancellation of registration with the Youth League Committee and file with the examination and approval department. To cancel the registration, an Application Form for Cancellation of Student Associations of Shandong University, signed by the person in charge of the association, signed and sealed by the instructor or guidance unit and adopted by the general meeting of members, shall be submitted. Chapter VII Supplementary Provisions Article 42 These Articles of Association are applicable to all associations established by legal procedures in Shandong University (college-level associations are guided by the Youth League Committee of their respective colleges). In case of any conflict with the Articles of Association, the Articles of Association shall prevail. Article 43 The right to interpret the Articles of Association belongs to the Student Affairs Management Committee of Shandong University, and the Youth League Committee may formulate specific management implementation rules according to the Articles of Association. Article 44 The Articles of Association shall come into force as of the date of promulgation.
