Chapter I General Provisions Article 1 These Measures are formulated in accordance with the provisions of relevant laws and regulations and the actual situation of this Municipality in order to strengthen the management of urban heating, standardize the heating behavior and safeguard the legitimate rights and interests of heat users, heating units and heat source units. Article 2 Units, individuals and heat users engaged in heating planning, construction, production, operation and management in urban planning areas of this Municipality and other areas where urbanization management is implemented shall abide by these measures. Article 3 The term "urban heating" as mentioned in these Measures refers to the behavior that steam and hot water generated by heat sources provide heating for production and life for heat users through pipe networks.

The term "heat source unit" as mentioned in these Measures refers to the unit that provides heat energy for the heating unit by using the heat energy generated by itself.

The term "heating unit" as mentioned in these Measures refers to the unit that obtains the heating license and engages in heating business activities by using the heat energy provided by the heat source unit or generated by itself.

The term "heat users" as mentioned in these Measures refers to units and individuals that consume heat from heating units. Article 4 Urban heating shall follow the principles of unified planning, territorial management, ensuring safety, standardizing services, promoting energy conservation and environmental protection, and optimizing resource allocation. Fifth urban heating should be based on central heating, and the heating mode with high energy consumption, heavy pollution and low efficiency should be cancelled within a time limit.

Encourage research, promotion and adoption of building energy-saving technologies and advanced heating methods, technologies and equipment to improve the level and quality of heating technology; Encourage the use of clean energy. Sixth municipal heating administrative departments responsible for the city's heating management, and organize the implementation of these measures.

District and county (city) people's governments shall be responsible for the heating management within their respective jurisdictions, and the district and county (city) heating administrative departments shall be responsible for the specific work.

Neighborhood offices and township (town) people's governments are responsible for the heating-related work within their respective jurisdictions. Community neighborhood committees assist street offices to carry out heating-related work.

The relevant administrative departments of development and reform, urban and rural construction, urban and rural planning, land and resources, price supervision, quality and technical supervision, environmental protection, finance, industry and commerce, water affairs, public security and transportation, safety in production, civil affairs, human resources and social security shall, according to their respective functions and duties, do a good job in heating management. Seventh city heating association should promote industry self-discipline, establish industry service, coordination, incentive and punishment mechanism, and promote the healthy development of heating industry. Eighth city and county (city) people's government shall commend and reward the units and individuals that have made remarkable achievements in urban heating work. Chapter II Heating Planning and Construction Article 9 The special urban heating planning shall be formulated by the municipal and county (city) heating administrative department in conjunction with the relevant administrative departments of development and reform, urban and rural planning, land and resources, environmental protection, etc. , by the provincial administrative department of construction audit, with the consent of the Municipal People's government, into the overall urban planning.

City heating special planning by the city and county (city) heating administrative departments to organize the implementation. Tenth new construction, expansion and reconstruction of urban roads should be designed and laid at the same time according to the special planning of urban heating.

Heating pipe network laying needs to go through units, factories or residential areas, units and individuals shall cooperate. Damage caused by construction shall be repaired by the construction unit; If it cannot be repaired, it shall be compensated. Eleventh heat source construction units in the project included in the annual construction investment plan, shall obtain the technical demonstration report issued by the corresponding heating administrative department. Twelfth new construction, expansion and reconstruction of heating projects, should be in line with the special planning of urban heating, and with the consent of the municipal, district and county (city) heating administrative departments, in accordance with the relevant provisions of the relevant examination and approval procedures. Article 13 Before handling the construction project planning permit, the construction unit shall apply to the municipal and county (city) heating administrative department, which shall determine the heating scheme according to the special urban heating plan, and the construction unit shall carry out the construction according to the heating scheme. Fourteenth after the completion of the construction project, the construction unit shall notify the relevant heating units to participate in the special acceptance of the heating project when organizing the acceptance.

After the acceptance of the heating project, the construction unit and the heating unit shall carry out the construction and management handover under the supervision and guidance of the district and county (city) heating administrative department. Without the handover of the building pipeline, it shall not be delivered for use, and the heating unit shall not supply heat. Fifteenth in the central heating pipe network that has been built and planned, no new construction or expansion of self-provided thermal power plants and permanent boilers may be approved.

For buildings that do not have central heating conditions temporarily, temporary boilers can be used as heating sources; When the central heating pipe network reaches the area and has the heating capacity, the temporary boiler heating pipe network should be included in the central heating pipe network. Sixteenth city and county (city) people's government to dismantle the decentralized coal-fired heating boilers, should be included in the central heating pipe network or use clean energy after transformation.

No unit or individual may obstruct or hinder the demolition of grid-connected projects. Seventeenth heating units connected to the heat load, should comply with the special heating planning, and have surplus heating capacity or capacity. Eighteenth new construction, expansion and reconstruction of new heating areas, the construction unit shall pay the heating infrastructure supporting fees in accordance with the relevant provisions.

Decentralized coal-fired boilers are included in the central heating pipe network, belonging to non-resident users, and the supporting fees for heating infrastructure are paid by property owners. In accordance with the conditions for reduction or exemption, in accordance with the relevant provisions; Belonging to residential users, the heating infrastructure supporting fees are exempted, and the government gives appropriate subsidies from the heating infrastructure supporting fees collected. If the original heating facilities are still used for heating, they will be handed over to the newly connected central heating units for free use.

If the owner of the house who has not installed the indoor heating system applies for inclusion in the central heating pipe network, the property owner shall pay the supporting fee for the heating infrastructure. The indoor heating system is funded by the property owner and uniformly installed by the heating unit.

Heating infrastructure supporting fees shall be uniformly collected by the people's governments of cities and counties (cities) and earmarked for heating engineering construction. Specific measures shall be formulated separately.
