Legal analysis: In order to strengthen the management of kitchen waste, maintain environmental sanitation, ensure food safety and public health, and promote the recycling of resources, these measures are formulated in accordance with the Law of People's Republic of China (PRC) on the Prevention and Control of Environmental Pollution by Solid Waste, the Regulations of Zhejiang Province on the Administration of Urban Appearance and Environmental Sanitation, and other laws and regulations, and in combination with the actual situation of this province.

Legal basis: Measures for the Administration of Kitchen Wastes in Zhejiang Province

Article 1 In order to strengthen the management of kitchen waste, maintain environmental sanitation, ensure food safety and public health, and promote the recycling of resources, these measures are formulated in accordance with the Law of People's Republic of China (PRC) on the Prevention and Control of Environmental Pollution by Solid Waste and the Regulations of Zhejiang Province on the Administration of Urban Appearance and Environmental Sanitation, combined with the actual situation of this province.

Article 2 These Measures shall apply to the generation, collection, transportation, disposal and related management activities of kitchen waste in the built-up area where the people's governments of provinces, cities and counties are located.

The delivery, collection, transportation and disposal of kitchen waste in areas other than those specified in the preceding paragraph can be managed with reference to these measures, which are specifically determined by the people's governments of cities and counties (cities, districts).

Article 3 The term "kitchen waste" as mentioned in these Measures refers to the kitchen waste and waste cooking oil generated by units engaged in catering services, collective feeding and other activities (including individual industrial and commercial households, hereinafter referred to as kitchen waste generating units) in the process of production and operation; Waste edible oils and fats refer to inedible animal and vegetable oils and various oil-water mixtures.

Kitchen waste should be treated separately, collected, transported and disposed in a centralized way. Among them, the people's governments of cities and counties (cities, districts) can determine the management requirements, methods and measures for kitchen waste generated by small restaurants, grocery stores and food vendors according to local actual conditions.

Encourage the kitchen waste generated by residents' daily life to be placed separately from other domestic wastes. Conditional areas will be gradually integrated into unified collection, transportation and centralized disposal, and conditional communities can carry out on-site collection and disposal. City, county (city, district) people's governments can adopt the way of government purchasing services, and relevant social welfare organizations, environmental sanitation enterprises and other social forces can carry out publicity, guidance and service activities on the transportation, collection and disposal of kitchen waste generated by residents' daily lives.

Article 4 The people's governments of cities and counties (cities, districts) shall strengthen the leadership, organization and coordination of the management of kitchen waste, and bring the management of kitchen waste into the scope of government work.

Fifth provincial construction administrative departments are responsible for the supervision and management of kitchen waste in the province.

City, county (city, district) city appearance and environmental sanitation administrative department is responsible for the daily management of food waste delivery, collection, transportation and disposal within their respective administrative areas.

The development and reform, finance, environmental protection, market supervision (food and drug supervision) and other departments of the people's government at or above the county level shall, in accordance with the division of responsibilities, do a good job in the management of kitchen waste.
