3. Measures and methods
3. 1 The comprehensive management safety supervision department is responsible for compiling and revising the system, inspecting, supervising and assessing the implementation of pipeline safety inspection, conducting pipeline safety inspection and major inspection from time to time, and taking the lead in organizing the company to solve pipeline safety problems.
3.2 The Engineering Department is the direct implementation department of pipeline safety inspection, responsible for the daily safety inspection of pipelines and the management of pipeline safety inspectors, and responsible for on-site stopping, reporting and taking preventive measures against acts endangering pipeline safety. Responsible for arranging personnel to conduct on-site monitoring and management of the construction near the pipeline.

4. 1 frequency of pipeline safety inspection
Full-time pipeline safety inspectors shall conduct pipeline safety inspection at least once a day, the station shall conduct spot check once a day, and the production and operation department shall organize line safety inspection once a week; The company is led by HSE department and organizes line inspection and inspection once a month.
4.2 Inspection Report of Safety Inspector

4.4 Inspection of key lines

4.5 Prevention and management of external construction activities
4.5. 1 preventive coordination and communication. When the line patrol personnel find that there is construction outside the pipeline 100 meters, they should ask the construction personnel whether the construction can be extended to the scope of pipeline protection. If possible, inform the requirements of pipeline protection laws and regulations, obtain the contact telephone number of the contact person, determine the ways and steps for further coordination and solution, and report the situation to the Production and Operation Department. 4.5.3 Plan approval. For the construction crossing the pipeline or within 5 meters from the center line of the pipeline, the construction unit is required to prepare a detailed and feasible construction technical scheme, which shall be approved by the Engineering Department.
4.5.4 Sign a safety production agreement. For the construction crossing the pipeline or within 5 meters from the center line of the pipeline, the HSE department shall sign a "Safety Production Agreement" with the other party to determine the construction time and notify the production and operation department. If possible, the construction unit shall be required to pay a security deposit.
4.5.5 Construction process management. The production and operation departments shall strengthen the supervision and management of the construction activities around the pipeline.

During the construction of pipeline accessories, the production and operation department will arrange supervisors to supervise, and the engineering department will send people to cooperate when necessary; For important construction such as hot work, HSE department should also arrange personnel for on-site safety management. Inspection personnel or on-site monitoring personnel should know the construction progress from the construction unit, report the progress of the construction unit and its potential impact on the pipeline every day, and reflect the report in the daily newspaper to facilitate the relevant departments of the company to formulate measures.
4.6 Handling and reporting of problems found during inspection
4.6. 1 Report on dangerous behaviors. When inspectors or any personnel of the company find any behavior endangering pipeline safety, they should immediately stop it and report it to the production and operation department. At the same time, inspectors should distribute the brochure of Regulations on the Protection of Oil and Gas Pipelines to the implementers of hazardous activities, explain the harmful consequences and discourage them from stopping hazardous activities. Inspectors should know before reporting:
The name of the construction unit, the name of the person in charge of the construction content, the contact telephone number and the implementation of the hazard source.
4.6.2 If inspectors cannot stop their hazardous activities after being dissuaded, they should report to the dispatcher on duty of the production and operation department, who should arrange station managers to go to the scene to check the situation, and collect and obtain evidence of hazardous activities at the scene to stop their hazardous activities.

4.7 Inspection records

4.8 Education and training
The production and operation department organizes safety study and business training for full-time pipeline safety inspectors once a month, including company rules and regulations, line hazard identification and risk prevention, record filling, etc. , so as to improve the safety awareness, inspection skills and sense of responsibility of inspectors, and ensure that the inspection work can achieve "early detection, early communication and early prevention". Training activities should be recorded.
4.9 Assessment
4.9. 1 The production and operation department shall check the inspector's working attitude and duty performance at least once a month.
4.9.2 The Production and Operation Department shall supervise and assess the externally hired pipeline safety inspectors, and formulate detailed assessment methods according to the requirements of this system. 4.9.3 Pipeline safety inspectors who cause pipeline damage and serious problems shall be reported to the General Management Department for dismissal.
