The five systems of maternal and infant safety mainly include:

1, pregnancy risk screening and evaluation system. Management units at all levels are responsible for the first registration of pregnant women, the primary screening of pregnant women's risk factors, the classification management according to color code method, and the gradual referral of those who do not meet the management classification of the unit to the obstetric center or the critical maternal treatment center in the counterpart area for delivery;

2, high-risk maternal project management system. Establish high-risk maternal projects for pregnant women with red, orange and purple grades, and implement special personnel to ensure that one case is found, one case is registered, one case is reported, one case is managed and one case is treated;

3. Critical care system. Establish a leading group for the treatment of critically ill pregnant women and newborns, establish a linkage mechanism between midwifery medical institutions, emergency centers and central blood stations, strengthen the protection of key links such as transshipment, treatment and blood use, and implement special treatment funds;

4, maternal death case reporting system. Dynamically grasp the information of maternal delivery and high-risk pregnant women, and report the maternal death immediately. The Health and Health Commission will organize experts to check the situation on the spot and report it to the Maternal and Child Health Annual Report System regularly every month;

5. Interview notification system. Give a notice of praise to the units that are in place for obstetric quality supervision and maternal management, and interview the units that are not timely in critical illness referral, the green channel for emergency rescue is not smooth, the management of maternal and child safety is not in place, the management of maternal system is not up to standard, and the cesarean section rate remains high.

The five systems of maternal and infant safety run through the whole process of service and management during pregnancy and delivery, with "focusing on prevention, keeping the bottom line and strengthening responsibilities" as the core, ensuring the safety of pregnant women from the system and providing appropriate and targeted intervention services for different risk groups.

Legal basis:

Article 14 of the Law of People's Republic of China (PRC) on Maternal and Infant Protection shall provide health care services for women of childbearing age and pregnant women during pregnancy and childbirth. Maternal health care services include the following:

(a) Guidance on maternal and child health care: providing medical advice on the causes, treatment and prevention of pregnant healthy offspring and endemic diseases such as severe hereditary diseases and iodine deficiency;

(2) Maternal health care: providing consultation and guidance on health, nutrition, psychology and other medical care services for pregnant women, as well as regular prenatal examinations;

(3) Fetal health care: monitoring the growth and development of the fetus and providing consultation and medical guidance;

(4) Newborn health care: providing medical and health care services for the growth and development, breastfeeding and nursing of newborns;
