Some provisions on the management of philatelic business

Chapter I General Provisions Article 1 In order to strengthen the management of philatelic business and promote the healthy development of philatelic business, these Provisions are formulated in accordance with the relevant provisions of the Postal Law of People's Republic of China (PRC) and the Detailed Rules for the Implementation of the Postal Law of People's Republic of China (PRC). Article 2 Stamp collecting as mentioned in these Provisions refers to the cultural activities of collecting, appreciating and studying stamps and philatelic products by the masses.

The term "philatelic business" as mentioned in these Provisions refers to the business of processing and selling stamps and philatelic products by postal departments to meet the special needs of stamp collectors. Article 3 The principles and policies for philatelic business shall be formulated by the postal department; Philatelic business is managed by the General Post Office; China national philatelic corporation is responsible for the export business of China stamps and the production and distribution of national philatelic products. Chapter II Philatelic Business Operation Article 4 Philatelic business operation shall adhere to the principles of opening up markets, providing quality services, observing laws and regulations, improving efficiency and promoting the construction of socialist spiritual civilization. Article 5 The rules and regulations for the operation and management of philatelic business shall be formulated by the General Post Office. The post and telecommunications administrations of all provinces, autonomous regions and municipalities directly under the Central Government should do a good job in the organization and management of philatelic business, the implementation of sales rules and regulations, and the supervision and inspection work. Article 6 After the issuance of postage certificates, postal institutions at all levels shall not reserve stocks in principle, and shall actively organize sales until they are sold out. Indeed, due to the needs of philatelic business, the post and telecommunications administrations of provinces, autonomous regions and municipalities directly under the Central Government (hereinafter referred to as the post and telecommunications administrations) shall reserve a small number of mobile votes, which shall not exceed 10%. Article 7 Newly issued special stamps must be sold according to the stipulated date of issue, and no pre-sale is allowed; During the sale of the postal window, special stamps must be sold at face value or specified selling price, and shall not be sold below or above face value (or selling price); It is not allowed to sell wrong tickets and variant tickets. If found, it should be recovered and reported in time, and the responsibility of the intended seller should be investigated. Article 8 The selling prices of postage certificates and philatelic products outside the sales period of the postal window shall be determined by china national philatelic corporation and philatelic companies at all levels with independent accounting. Philatelic companies, philatelic outlets and philatelic windows without independent accounting have no pricing power. Chapter III Distribution of philatelic products Article 9 philatelic products are special commodities consisting of stamps and postmarks, including first day covers, souvenir covers, postal discounts, postcards, extreme postcards, cancelled tickets, postmark cards (including postal datestamps and scenic datestamps), etc. Article 10 In principle, the number of philatelic products shall be marked with the first letter of the classified Chinese Pinyin (if there is an international symbol, it can be extended), numbered in the order of issue, and the issuing unit shall be indicated. Article 11 The distribution of philatelic products shall comply with the philatelic ethics of the member countries of the Universal Postal Union. The production of philatelic products should be perfect, and the paper quality, specifications and printing of philatelic products should comply with the relevant provisions of the state and shall not be shoddy. Article 12 The issuance of souvenir covers shall follow the principles of active prudence, overall consideration, scientific arrangement and strict control. All post and telecommunications administrations should strictly control the varieties of philatelic products. Thirteenth souvenir cover theme selection should be based on the major or memorable events, festivals, meetings and activities in this province (including autonomous regions and municipalities directly under the central government, the same below) or the events, activities and meetings (including international activities) in this province. The issue of souvenir covers should be strictly controlled, and no souvenir covers of contemporary living figures should be issued. Article 14 The production of souvenir covers shall be planned every year and submitted to the post office for examination and approval. Design drawings shall be approved before production and distribution. A draft with a political theme must solicit the opinions of the local party and government departments concerned. Article 15 The Ministry of Posts and Telecommunications issues postage certificates that are closely related to the localities. The localities concerned may design and produce philatelic products such as first day covers, authorized postcards, postal discounts and postal currency cards as appropriate, and self-made philatelic products shall be reported to the post office for the record. Article 16 Post and Telecommunications administrations at all levels and their subordinate postal departments shall not issue envelopes and films with reduced or exempted capital, issue commemorative stamps without face value in disorder, and issue additional stamps with postage certificates or sealed tickets with similar stamp patterns. Article 19 The surface pattern of landscape datestamp with local landscape pattern and landscape name shall be examined and approved by the Post and Telecommunications Administration before engraving. The datestamp of the scenic spot can be used in the postal window of the scenic spot for a long time, and can be used as a stamp to stamp philatelic products issued by the post and telecommunications departments and handle postal services. Twentieth in order to commemorate major events and activities of national and local significance, with the approval of the Ministry of Posts and Telecommunications or the post office, the commemorative postmark can be engraved and used. Twenty-first commemorative postmarks are divided into national commemorative postmarks, local commemorative postmarks and philatelic commemorative postmarks. The national commemorative postmark is designed by the General Post Office and engraved by the post and telecommunications administrations. The local commemorative postmark belongs to the whole province and is designed and engraved by the relevant post and telecommunications administrations; If it belongs to a specific city or county, the design style of the post office of the relevant county or city shall be reported to the administrative department of posts and telecommunications for approval and then engraved; On the first day of issuing new stamps and during the National Philatelic Exhibition (or World Philatelic Exhibition), china national philatelic corporation and the All-China Philatelic Federation are allowed to engrave and use special commemorative postmarks with reference to the Measures for Engraving and Using Commemorative Postmarks.
