Measures for the administration of rural water supply in Xinjiang Uygur Autonomous Region

Article 1 In order to strengthen the management of rural water supply, standardize rural water supply activities, safeguard the legitimate rights and interests of both water suppliers and users, ensure the safety of rural water supply, and promote rural revitalization, these measures are formulated in accordance with the People's Republic of China (PRC) Water Law, the People's Republic of China (PRC) Water Pollution Prevention Law and other relevant laws and regulations, combined with the actual situation of the autonomous region. Article 2 These Measures shall apply to rural water supply planning, engineering construction, operation management, water source protection, water quality assurance, water supply and other related activities within the administrative area of the autonomous region. Article 3 Rural water supply shall follow the principles of Party committee leadership, government leadership, social participation, local conditions, safety and hygiene, and water conservation, and implement large-scale development, standardized construction, market-oriented operation, enterprise management and professional management. Article 4 People's governments at all levels are the main body responsible for rural water supply safety, and the heads of people's governments at all levels are responsible for rural water supply safety. The rural water supply security work will be included in the state, city (prefecture) and county (city, district) to promote the assessment scope of rural revitalization leading bodies and leading cadres.

The people's governments at or above the county level shall strengthen the leadership of rural water supply, incorporate rural water supply into the national economic and social development plan, increase capital investment in the construction, maintenance and water source protection of rural water supply projects, take effective measures to support the development of rural water supply, and ensure the long-term operation of rural water supply projects.

Township (town) people's governments, sub-district offices and village (neighborhood) committees participate in the planning, construction, operation and maintenance of rural water supply projects and water source protection, and share the construction and operation and maintenance costs of water supply facilities reasonably. Fifth water administrative departments of the people's governments at or above the county level shall be responsible for the supervision and management of the construction and operation of rural water supply projects within their respective administrative areas.

The relevant departments of the people's government at or above the county level, such as development and reform, finance, health, ecological environment, natural resources, housing and urban construction, agriculture and rural areas, rural revitalization, emergency management, market supervision and management, shall, according to their respective functions and duties, do a good job in rural water supply. Sixth people's governments at or above the county level water administration, ecological environment, health and other departments shall announce the telephone number of reporting supervision, and establish and improve the rapid response mechanism of complaints and reports. After receiving a complaint, it shall be handled in a timely manner if it falls within the scope of responsibilities of the department; If it is not within the scope of duties, it shall be handed over to the relevant departments in a timely manner.

Units and individuals have the obligation to protect rural water supply sources and water supply projects, and have the right to report acts of polluting water quality and destroying rural water supply projects. Seventh people's governments at all levels and relevant departments should strengthen the publicity and education of rural water supply safety, and raise the awareness of water users to use water safely, save water, pay for water and protect water supply facilities. Eighth to encourage social capital to invest in rural water supply project construction and management according to law.

Encourage qualified areas to extend urban pipe network to rural areas and promote the integration of urban and rural water supply. Article 9 Units and individuals are encouraged to research, develop, popularize and apply new technologies, new processes, new materials and new equipment for rural water supply, improve the construction quality and water quality of rural water supply projects, and promote water conservation and safe water supply.

The water administrative department of the people's government at or above the county level shall, jointly with relevant departments, improve the rural water supply management information system such as automatic monitoring, promote information sharing between different systems, promote interconnection and improve management level. Article 10 The water administrative department of the people's government at or above the county level shall, jointly with relevant departments, strengthen the rural water supply survey within their respective administrative areas, formulate rural water supply plans, optimize the layout of rural water supply projects, and improve rural water supply infrastructure, which shall be implemented after approval by the people's government at the same level. If the approved rural water supply plan needs to be revised, it shall be reported to the original approval authority for approval in accordance with the planning procedures.

Rural water supply planning should conform to the national land and space planning, and be connected with the rural revitalization strategic planning. Overall planning of surface water sources and groundwater sources, giving priority to the development and utilization of surface water sources and the construction of large-scale water supply projects. Eleventh new construction, renovation and expansion of rural water supply projects shall conform to the rural water supply planning, and go through the formalities of project declaration and approval in accordance with the provisions of the state and the autonomous region.

Construction management activities such as survey, design, construction and supervision of rural water supply projects shall implement the relevant technical standards, norms and regulations of the state and the autonomous region.

Pipes and equipment used in rural water supply projects shall conform to the relevant national standards on product quality, health and safety, environmental protection and energy conservation. Twelfth people's governments at or above the county level shall implement the preferential policies of the state and the autonomous region on electricity consumption and taxation, do a good job in land security services, and promote the development of rural water supply. Thirteenth rural water supply projects after completion, should be organized in accordance with the relevant provisions of the state and the autonomous region, without acceptance or unqualified acceptance, shall not be put into use. Fourteenth rural water supply projects should be determined according to the principle of who invests and who owns them or according to the investment agreement. Fifteenth in the premise of not changing the basic use of water supply projects, the owner of centralized water supply projects can determine the management subject of centralized water supply projects by contracting, leasing or entrusted management according to law.

The property owner of a large-scale water supply project shall set up a special management organization or entrust a professional water supply management enterprise to be responsible for the operation and management of the water supply project.

The property owner of a small centralized water supply project may determine that the professional water supply management enterprise or grass-roots water conservancy management unit, villagers' (residents') committee, farmers' water cooperation organizations and individuals are responsible for the operation and management of the water supply project.
