Yunnan Provincial People's Government on the cancellation and adjustment of some of the administrative examination and approval project decision
In order to deepen the reform of the administrative examination and approval system, in accordance with the provisions of the "Chinese People's Republic of China *** and the State Administrative Licensing Law" and "the State Council on the third batch of the cancellation and adjustment of administrative examination and approval project decision" (Guo Fa 〔2004〕 No. 16), the "State Council on the fourth batch of the cancellation and adjustment of administrative examination and approval project". Decision of the State Council on the Fourth Batch of Cancellation and Adjustment of Administrative Approval Projects (Guo Fa [2007] No. 33), in accordance with the unified deployment of the State Council and the provincial people's government, the Legislative Affairs Office of the Provincial People's Government and the Provincial Leading Group Office for Reform of the Administrative Approval System organized a new round of centralized clean-up of the administrative approval projects of provincial departments. After rigorous review and demonstration, the provincial people's government decided to cancel and adjust 229 administrative approval projects. Among them, 165 items of administrative licenses were canceled, and 42 items of non-administrative licenses were canceled; 17 items of administrative licenses were adjusted, and 5 items of non-administrative licenses were adjusted. After cleaning up the retained administrative approval project catalog, by the provincial people's government legal office, the provincial administrative approval system reform leading group office to the community.
Districts and departments should seriously do a good job of canceling and adjusting the implementation and convergence of administrative approval projects, and effectively strengthen the follow-up supervision. To y implement the scientific concept of development, adapt to improve the socialist market economic system, strengthen and improve macroeconomic control and the requirements of the transformation of government functions, continue to deepen the reform of the administrative approval system, in accordance with the law on the implementation of the dynamic management of administrative approval projects, and strengthen the supervision and control of the right to administrative approval and strive to standardize the approval behavior, innovative approval methods, improve the supporting system, and the establishment of a long-term mechanism for making new progress.
