Decision of the People's Government of Changsha Municipality on the Announcement of Municipal-Level Administrative Approval Items
For the purpose of further transforming the functions of the government and optimizing the environment for development, the People's Government of Changsha has decided to announce the 219 administrative approval items to be implemented by the municipal government of our city at municipal level.
The districts, counties (cities), municipal departments should seriously do a good job of canceling, adjusting and retaining the implementation of administrative approval projects and articulation work. The implementation of administrative approval projects announced, to clarify the implementation conditions, approval procedures and time requirements, improve the workflow of each link and management specifications, and further improve the efficiency and quality of approval; the decentralization of administrative approval projects, the relevant municipal departments shall not be re-approved, and at the same time to strengthen the supervision and guidance work to achieve the center of gravity of the management of the downward shift in the power to do the decentralization of the supervision and service standards will not be reduced; the abolition of administrative approval projects, shall not be disguised as retention or reinstatement of the administrative approval projects, shall not be retained or reinstated. Project, shall not be disguised retention or restoration, to prevent the approval of the project side of the reduction and increase, explicit reduction and secret increase; no longer as administrative approval, adjusted to other administrative powers of the project, to establish and improve the follow-up supervision system, develop supporting measures to strengthen the day-to-day supervision and service.
