What is the minimum power for laser blinding

Blinding for a short period of time should be 5 microwatts. Not all wavelengths can cause blindness, different wavelengths cause different damage. As follows:

180-315 nm (UV-B, UV-C), keratitis (inflammation of the cornea, equivalent to sunburn)

315-400 nm (UV-A) photochemical cataracts (clouding of the eye lens)

400-780 nm (visible) photochemical damage to the retina, retinal burns

780- 1400 nm (near infrared), cataracts, retinal burns

1.4-3.0 μm (IR) aqueous flare (atrial aquaporin), cataracts, corneal burns

3.0 μm 1 mm corneal burns
