The National Bureau of Medical Security of the People's Republic of China (NBMSC) is an organization directly under the State Council at the vice-ministerial level and was established in March 2018.
The NBMSC is a governmental organization directly under the State Council, with the rank of vice-minister.
Its main functions are to formulate policies, plans, standards and organize the implementation of medical insurance, maternity insurance, medical assistance and other medical security systems, supervise and manage the relevant medical security funds, improve the national platform for the management of medical treatment in different places and the settlement of expenses, organize the formulation and adjustment of prices and charges for medicines and medical services, formulate bidding and purchasing policies for medicines and medical consumables and oversee their implementation, supervise and manage the management of related service behaviors and medical expenses of medical institutions included in the scope of medical insurance, etc.
In order to improve the unified basic medical insurance system for urban and rural residents and the major disease insurance system, continuously improve the level of medical insurance, ensure the rational use of medical insurance funds, safe and controllable, and comprehensively promote the reform of medical care, medical insurance, and pharmaceuticals, and to better safeguard medical treatment, the State Council's institutional reform program proposes that the Ministry of Human Resources and Social Security of the Ministry of Health and Social Security of urban workers and the Ministry of Social Security of the People's Republic of China be transferred to the Ministry of Health. The responsibilities of the Ministry of Human Resources and Social Security for basic medical insurance and maternity insurance for urban workers and urban residents, the responsibilities of the National Health and Family Planning Commission for new rural cooperative medical care, the responsibilities of the National Development and Reform Commission for the management of the prices of medicines and medical services, and the responsibilities of the Ministry of Civil Affairs for medical assistance were integrated to form the National Bureau of Medical Security as an organization directly under the State Council.
In March 2018, according to the institutional reform plan of the State Council approved at the first meeting of the 13th National People's Congress, the National Healthcare Security Bureau of the People's Republic of China*** and the State of China was formed as an institution directly under the State Council.
On May 31, 2018, the National Medical Security Bureau of the People's Republic of China*** and the State of China was officially listed.
The main responsibilities of the National Medical Security Bureau are to draw up medical insurance, maternity insurance, medical assistance and other medical security funds, improve the national platform for the management of cross-district medical care and settlement of expenses, organize the formulation and adjustment of prices and charges for medicines and medical services, formulate bidding and purchasing policies for medicines and medical consumables and oversee their implementation, and supervise and manage the service industry related to the medical institutions included in the medical insurance coverage and the medical expenses, etc.
