In June last year, Jiao Yahui, deputy director of the Medical Affairs Bureau of the National Health Commission, revealed that relevant documents encouraging the development of clinics were being solicited, and that doctors would be encouraged to open clinics on a full-time or part-time basis, and approval procedures would be simplified. Now that the document has finally been officially issued, a wave of opportunities is on its way.

The Opinion stipulates that medical institutions set up planning for the clinic does not impose restrictions. The approval of clinic setup will be changed to a filing system management, and those who hold clinics will be able to carry out their practice activities after reporting to the local county (district) level health and health administrative department for record and issuing the Medical Institution Practice Permit.

Before this, only Chinese medicine clinics enjoyed the filing system management. In terms of general practice clinics, there are also only a number of regions to implement the filing system. For example, Shanghai's "55 Opinions on the Construction of Recommended Health Services" issued in July last year supports licensed doctors with general practitioner qualifications to open general practice clinics and implement a filing system.

Now, the Opinions support the implementation of clinic filing system management in the ten pilot cities, is no longer limited to Chinese medicine clinics or general practice clinics, etc., specialty clinics can also enjoy this treatment. This can be said to be another important step in deepening China's "administrative reform" reform. The Opinions call for adjustments to the Basic Standards for Clinics.

This will fundamentally improve the quality of clinic services. At the same time, this also indicates that the future in the clinic doctor qualification supervision will be increased.
