National Emergency Plan for Natural Disaster Relief
1 General Provisions
1.1 Purpose of Preparation
Establishing and improving the system of emergency relief and operation mechanism for responding to sudden and major natural disasters, standardizing the behavior of emergency relief and improving the ability of emergency relief, implementing emergency relief in a rapid, orderly and efficient manner, and minimizing the loss of people's lives and property. Reduce the loss of life and property of the people, and maintain social stability in the disaster area.
1.2 Basis for Preparation
Based on the Constitution of the People's Republic of China, the Law of the People's Republic of China on Donations to Public Welfare Utilities, the Law of the People's Republic of China on Flood Control, the Law of the People's Republic of China on Earthquake and Disaster Prevention and Mitigation, the Law of the People's Republic of China on Meteorological Affairs, the Overall Emergency Preparedness Plan for Public Emergencies of the State, and the Disaster Reduction Plan (1998-2002) of the People's Republic of China. and the State Disaster Reduction Plan (1998-2010), the State Council departments concerned "three" provisions and the national disaster relief work guidelines, policies and principles, the formulation of this plan.
1.3 Scope of application
Wherever water and drought disasters, meteorological disasters such as typhoons, hailstorms, snow, sandstorms, etc., volcanoes, earthquakes, geological disasters such as landslides, mudslides, etc., storm surges, tsunamis and other oceanic disasters, natural disasters such as forest and grassland fires and major biological disasters, as well as other sudden public **** events in our country reach the conditions of activation, the present plan shall apply.

2 start conditions
Any of the following situations, start this plan.
2.1 Within the administrative area of a province (district, city), drought and flood disasters, typhoons, hail, snow, sandstorms and other meteorological disasters, landslides, mudslides and other geological disasters, storm surges, tsunamis and other marine disasters, forest and grassland fires and major biological disasters and other natural disasters, a disaster process, one of the following situations:
Death of more than 30 people due to the disaster;
Death of more than 30 people due to the disaster;
Death of more than 30 people due to the disaster;
Death of more than 30 people due to the disaster.
More than 100,000 people were urgently relocated due to the disaster;
More than 10,000 houses collapsed due to the disaster.
2. 2.2 The occurrence of a destructive earthquake of magnitude 5 or above, resulting in the death of more than 20 people or emergency relocation of more than 100,000 people, or the collapse and serious damage to more than 10,000 houses.
2.3 Accident and disaster, public **** health incidents, social security incidents and other sudden public **** events resulting in a large number of casualties, the need for emergency relocation or life assistance, as appropriate, to start this plan.
2.4 For special cases such as areas with particularly weak relief capacity, the above standards may be reduced as appropriate.
2.5 Other matters decided by the State Council.
3 Organizational Command System and Responsibilities
The National Committee for Disaster Reduction (hereinafter referred to as "NCDR") is the comprehensive coordinating body of the State for natural disaster relief and emergency response, and is responsible for researching and formulating the guidelines, policies, and planning of the State's work on disaster reduction, coordinating the implementation of major activities for disaster reduction, and guiding the local authorities in carrying out their work on disaster reduction, as well as promoting international exchanges and cooperation in disaster reduction. It promotes international exchanges and cooperation in disaster reduction, and organizes and coordinates national disaster relief work.
The Office of the Disaster Reduction Commission and the National Comprehensive Coordination Office for Disaster Relief are located in the Ministry of Civil Affairs. The member units of the Disaster Reduction Commission shall undertake the corresponding tasks in accordance with their respective division of responsibilities.
4 Emergency Preparedness
4.1 Financial Preparedness
The Ministry of Civil Affairs organizes and coordinates with the Development and Reform Commission, the Ministry of Finance and other departments to arrange for a budget of the central disaster relief funds in accordance with the national development plan and the provisions of the "Chinese People's **** and the State Budget Law", and in accordance with the principle of hierarchical responsibility for disaster relief work, hierarchical burden of disaster relief funds, and the principle of focusing on the local level, urges local governments to increase the investment of disaster relief funds. The central government should also arrange the budget of the central disaster relief funds, and urge local governments to increase the input of disaster relief funds in accordance with the principle of hierarchical responsibility for disaster relief work, hierarchical burden of disaster relief funds, with localities taking the lead.

4.1.3 The central and local governments shall gradually raise the standard of disaster relief fund subsidies in accordance with factors such as the growth of financial resources, price changes, and the actual state of living standards of the population, and establish a mechanism for natural growth of disaster relief funds.
4.1.4 When the budget for disaster relief funds are insufficient, the central and local financial arrangements at all levels of the reserve should be focused on disaster relief.
4. 2 material preparedness

4. 3 Communication and Information Preparation
Communication operation departments shall guarantee the smooth flow of disaster information according to law. Natural disaster relief information network should be based on the public communication network, the rational formation of disaster information special communication network, to ensure the smooth flow of information.
4. 3. 1 Strengthen the construction of the central-level disaster information management system, and guide localities to build and manage disaster relief communication networks covering the provincial, prefectural and county levels, so as to ensure that the central government and local governments at all levels can accurately grasp timely and significant natural disaster information.
4. 3. 2 Based on the National Disaster Reduction Center, establish an inter-departmental disaster information ****sharing platform, provide information exchange services, and improve the information ****sharing mechanism.
4. 3. 3 Give full play to the role of environment and disaster monitoring and forecasting small satellite constellations, meteorological satellites, oceanographic satellites, resource satellites and other earth monitoring systems, and set up disaster monitoring, early warning, assessment, and disaster emergency decision-making assistance systems based on remote sensing and geographic information system technologies.
4. 4 Disaster Relief Equipment Preparation

4. 6 Social Mobilization Preparation
4. 6. 1 Establish and improve the mobilization mechanism, operation mechanism, supervision and management mechanism of social donations, and regulate the work of social donations for sudden natural disasters.
4. 6. 2 Improve the emergency program of disaster relief donations, standardize the organization and launching of disaster relief donations, the receipt and distribution of funds and materials, as well as social publicity, recognition and other aspects of the work.
4. 6. 3 On the basis of the existing 2.1 million social donation receiving stations and points, continue to set up social donation receiving stations and points in large and medium-sized cities and small cities with the conditions, and improve the network of receiving regular social donations.

4. 7 Publicity, training and drills
4. 7. 1 Carry out community disaster reduction activities, using various media to publicize knowledge of disasters, disaster emergency response laws and regulations and common sense of prevention, risk avoidance, disaster avoidance, self-help, mutual aid and insurance, and enhance people's awareness of disaster prevention and reduction.
4. 7. 2 Organize at least 2 trainings for provincial-level disaster management personnel every year. 5 Early Warning and Forecasting and Information Management
5. 1 Disaster Early Warning and Forecasting
5. 1. 1 According to the disaster early warning and forecasting information provided by the relevant departments, combined with the database of natural conditions, population and socio-economic background of the early warning area, analyze and evaluate the situation, and make a disaster warning in time for the relevant areas and the number of people who may be threatened by natural disasters.

The Office of the Disaster Reduction Commission and the National Office for Comprehensive Coordination of Disaster Relief and Relief summarize various types of disaster early warning and forecasting information in a timely manner, and communicate the information to the member units and the relevant localities.
5. 3 Disaster Information Management
5. 3. 1 Disaster information report content: including the time, location and background of the disaster, the damage caused by the disaster (including the human disaster, the number of casualties, crop damage, housing collapse, damage and the direct economic losses caused), the relief measures that have been taken and the needs of the disaster area.
5. 3. 2 Disaster Information Reporting Time
(1) Initial report of disaster. County-level civil affairs departments for the administrative region of the sudden natural disasters that cause casualties and large property losses, should be the first time to understand and grasp the disaster situation, and timely report the initial situation to the local (municipal) level civil affairs departments, no later than two hours after the disaster occurred. For major disasters that cause more than 10 deaths (including missing) or other serious losses, they should be reported to the provincial civil affairs departments and the Ministry of Civil Affairs at the same time. Upon receiving the report at the county level, the local (municipal) civil affairs department shall complete the work of reviewing and summarizing the disaster data within 2 hours and report to the provincial civil affairs department. Provincial civil affairs departments shall complete the review and summarize the disaster data within 2 hours after receiving the report at the prefecture (city) level and report to the Ministry of Civil Affairs. The Ministry of Civil Affairs, upon receipt of reports of serious and major disasters, shall report to the State Council within 2 hours.
(2) Continuation of the disaster report. Before the major natural disaster situation is stabilized, the civil affairs departments at the provincial, prefectural (municipal) and county levels are required to implement a 24-hour zero-reporting system. County-level civil affairs departments before 9:00 every day will be up to 24:00 of the previous day's disaster reported to the local (city) level civil affairs departments, the local (city) level civil affairs departments before 10:00 every day to the provincial civil affairs departments, the provincial civil affairs departments before 12:00 every day to the Ministry of Civil Affairs to report the situation. Extraordinary disasters are reported at any time as needed.
(3) Disaster verification. County-level civil affairs departments in the disaster stabilized, should be approved within two working days, the disaster report to the local (municipal) level civil affairs departments. Local (municipal) level civil affairs departments after receiving the county report, should be reviewed within 3 working days, summarize the disaster data, the whole local (municipal) summary data (including sub-county disaster data) to the provincial civil affairs departments report. Provincial civil affairs departments, after receiving the report at the local (city) level, should be reviewed and summarized within 5 working days, the province's summary data (including sub-city and sub-county data) to the Ministry of Civil Affairs report.
5. 3. 3 Disaster Approval
(1) Approval by Departmental Consultation. Civil affairs departments at all levels coordinate with agriculture, water conservancy, land resources, earthquake, meteorology, statistics and other departments to conduct a comprehensive analysis, consultation, and approval of the disaster.
(2) civil affairs, earthquake and other relevant departments to organize expert assessment team, through comprehensive surveys, sample surveys, typical surveys and special surveys and other forms of expert assessment of the disaster, to verify the disaster.
6 Emergency Response
In accordance with the principle of "block combination, block-oriented", the disaster relief work to the local government. After the disaster, the people's governments at the township, county, prefecture and provincial levels and the relevant departments should, according to the disaster situation, activate the emergency response plans of the relevant levels and departments in accordance with the principle of hierarchical management and each department's responsibility, make emergency relocation and living arrangements for the disaster victims, do a good job of disaster relief and rescue, and do a good job of disaster monitoring, disaster investigation, assessment and reporting, so as to minimize the loss of people's lives and property. According to the degree of harm of sudden-onset natural disasters and other factors, the state set four response levels.
6. 1 Level Ⅰ Response

6. 1. 2 Start-up Procedures
The Disaster Reduction Commission received the disaster report the first time to the State Council proposed to start the first level of response, the State Council decided to enter the first level of response.

The director of the Disaster Reduction Commission will unify the leadership and organization of disaster relief work.
The Ministry of Civil Affairs receives information on the occurrence of a disaster and reports to the State Council and the director of the Disaster Reduction Commission within two hours, after which it will continue to report the situation in a timely manner. Within 24 hours after the disaster, the Ministry of Commerce and the Ministry of Finance to allocate the central emergency funds for disaster relief, coordination of railroads, transportation, civil aviation and other departments of the emergency dispatch of relief supplies; organization of national disaster relief donations, unified reception, management and distribution of international disaster relief donations; coordination of the implementation of the CPC Central Committee and the State Council's instructions on disaster relief.
6. 1. 4 Termination of Response
After the disaster situation and relief work are stabilized, the director of the Disaster Reduction Commission decides to terminate the first-level response.
6. 2 Level II Response

6.2.2 Activation Procedures
The Secretary General of the Disaster Reduction Commission (Vice Minister of the Ministry of Civil Affairs) puts forward a proposal for activation of the Level II response to the Deputy Director of the Commission (Minister of the Ministry of Civil Affairs) at the first time after the receipt of the report of the disaster, and the Deputy Director of the Commission decides to enter the Level II response.
6.2.3 Response Measures
The deputy director of the Disaster Reduction Commission organizes and coordinates the disaster relief work.
The Ministry of Civil Affairs set up the Disaster Relief and Emergency Response Command, implemented joint offices, and formed the Emergency Rescue (Comprehensive) Group, Disaster Information Group, Disaster Relief and Donation Group, Propaganda and Reporting Group, and Logistical Support Group, and other disaster relief and rescue work groups, to unify the organization of disaster relief and rescue work.

Releasing announcements to the public on accepting disaster relief donations, and organizing inter-provincial (autonomous regions and municipalities) or national disaster relief donation activities.
Approved by the State Council, it issues appeals for disaster relief assistance to the international community.
Announce the acceptance of donation units and accounts, set up a disaster relief donation hotline, and take the initiative to accept disaster relief donations from all walks of life; announce the situation of disaster and the needs of the affected areas to the society on a daily basis; allocate donations in a timely manner, and make transfers of disaster relief donations nationwide; and make regular public announcements to the society on the acceptance and utilization of disaster relief donations.
6.2.4 Termination of Response
After the disaster situation and relief work are stabilized, the deputy director of the Disaster Reduction Commission decides to terminate the Level II response.
6.3 Level Ⅲ Response
6.3.1 Situation of Disaster Losses
(1) Within the administrative area of a province (autonomous region or municipality), there are large natural disasters such as water and drought disasters, typhoons, hail, snow, sandstorms, landslides, mudslides, storm surges and tsunamis, forest and grassland fires, and biological disasters.
(2) Accidental disasters, public **** health incidents, social security incidents and other sudden public **** events resulting in a large number of casualties, the need for emergency relocation or life assistance, as appropriate, to start this plan.
(3) the rescue capacity is particularly weak "old, few, border, poor" areas and other special circumstances, the start of the standard can be reduced as appropriate.
(4) Other matters decided by the State Council.
6.3.2 Initiation Procedures
The Office of the Disaster Reduction Commission in the first hour after receiving the disaster report to the Secretary General of the Commission (Vice Minister of the Ministry of Civil Affairs) to put forward a proposal to start the Ⅲ response, the Secretary General of the Commission decided to enter the Ⅲ response.
6.3.3 Response Measures

When the disaster loss is large, within 48 hours after the disaster, the Ministry of Civil Affairs will coordinate with the relevant departments to form a national comprehensive coordination working group to go to the disaster area, and allocate disaster relief funds and materials in a timely manner.

6.3.4 Termination of Response

6.4.2 Start-up procedures

6.4.3 Response Measures

6.4.4 Termination of Response

6.5 Information dissemination
6.5.1 Information dissemination adhere to the principle of seeking truth from facts, timely and accurate. Brief information should be released to the community at the first time, and according to the development of the disaster to do a good job of follow-up information release.
6.5.2 The content of the information release mainly includes: the basic situation of the disaster, the dynamics of disaster relief and effectiveness, the next step in the arrangements, the need to explain the problem.
7 post-disaster relief and reconstruction
7.1 post-disaster relief
7.1.1 county-level civil affairs departments annually investigate the winter (spring famine) disaster victims living in difficult conditions, the establishment of the population in need of government relief account.
7.1.2 The Ministry of Civil Affairs, in conjunction with the provincial civil affairs departments, organized relevant experts to carry out the assessment of the living conditions of the victims in the disaster area to verify the situation.
7.1.3 The formulation of winter (spring famine) relief work program.

7.1.5 Disaster victims' relief comprehensively implemented the management system of Disaster Victims' Relief Card. For disaster victims who are recognized as needing government relief, the civil affairs departments at the county level will uniformly issue "disaster relief cards", and the victims will receive relief food and relief money with the cards.
7.1.6 Inform the public of the progress of the allocation of disaster relief funds in each region, and ensure that the winter relief funds are distributed to households before the Spring Festival.
