On November 21, 2008, the Company's Bidding Management Committee convened its 10th meeting in 2008. The meeting listened to the bidding of the fourth batch of construction projects and construction supervision in 2008, the bidding of centralized meter-reading system for low-voltage users of the XX grid, electric energy collection and anti-stealing equipment, solar energy system project, material management system, anti-stealing system, financial management system and the upgrade of backbone optical communication network, and the bidding of construction supervision of the overhaul project of the Company's headquarters office building. The report of the work; considered part of the 2008 power grid construction project supervision, assessment of county-level power supply enterprises, such as inquiry and negotiation report; considered the Guiyang Power Supply Bureau customer safety electricity risk assessment system and other projects bidding mode of the motion. Members of the Company's Bidding Management Committee attended the meeting (see annex for the list). The minutes of the meeting are as follows:
1. The meeting listened to the report of the head of the bid evaluation expert group on the bid evaluation work of the fourth batch of construction bidding for engineering and building projects of the Company in 2008, and made a resolution on the finalization of the bidding based on the comprehensive bid evaluation report submitted by the bid evaluation expert group.

Four, the meeting heard the company headquarters office building overhaul and renovation project construction supervision bidding evaluation expert group leader on the evaluation of the bidding report, according to the evaluation of the expert group to submit a comprehensive evaluation report, made by the xx electric power engineering construction supervision company for the successful bidding unit of the finalization of the resolution.
Fifth, the meeting considered the company's headquarters building overhaul and renovation of part of the project bidding method of the motion, agreed to request quotations and negotiations for the procurement of the third-floor restaurant, the fourth floor conference room carpet and the choice of Qingyun Road exhibition center exit to improve the renovation of the project construction unit.
Fifth, the meeting considered the electric power science and technology, environmental protection and energy-saving products exhibition center and other project cost consulting bidding mode, agreed to select the project cost audit consulting organization by inquiry and negotiation.
VII. The meeting considered and adopted the report of the RFQ negotiation for the assessment of county-level power supply enterprises, and requested the project unit to sign the contract based on the negotiation report.
VIII. The meeting considered and adopted the report on the negotiation of the quotation for the supervision of some power grid construction projects in 2008, and invited the project units to sign the contract based on the negotiation report.
9. The Meeting considered the motion on the bidding method of the project "Environmental Protection Acceptance", and agreed to select the contracting consulting organization by means of quotation and negotiation. The Ministry of Engineering is requested to organize and carry out the inquiry and negotiation work according to the inquiry and negotiation plan.
X. The meeting considered the bidding of the secondary equipment lightning protection technology research project for the XX power grid substation, and decided that the project unit will carry out the bidding work on its own.
Xi, the meeting considered the eastern part of the Xingyi fiber optic communication project bidding motion, decided to authorize the Xingyi Power Supply Bureau to organize and carry out the construction of the project bidding work.
xii. The meeting considered the motion on the bidding method for the regional promotion project of the infrastructure information management system, agreed to carry out the bidding work in the form of inquiry and negotiation, and requested the project unit to carry out the inquiry and negotiation work with the original system developer.
Thirteen, the meeting considered and approved the report of the RFQ negotiation on the procurement of optical transmission equipment for the emergency communication network (part of the regional network), and requested the project unit to sign the supply contract based on the report of the RFQ negotiation.
Fourteenth, the meeting considered the motion on the bidding method of Guiyang Power Supply Bureau's Customer Safety Electricity Risk Assessment System, Construction of Electricity Customer Field Service Palm Marketing Information System, Promotion of Marketing Automation System in County Bureaus, and Monitoring and Improvement of Business Halls, agreed to the proposal made by the Power Supply Bureau and authorized the Guiyang Power Supply Bureau to carry out bidding for the above projects.
Fifteen, the meeting listened to the information and communication center on the xx electric power digital synchronization network expansion project and other projects bidding report, made the finalization of the resolution:
1, the power grid communication, network system to improve the technical capacity of major disasters to enhance the application of research communication instrumentation part of the winning unit for the Beijing Maiketia communication technology limited; network instrumentation part of the winning unit for the Beijing RuiTai innovation WeiYe Information Technology Co.
2. Considered and adopted the report of the RFQ negotiation for the xx power digital synchronization network expansion project, and requested the project unit to sign the contract based on the negotiation report;
3. Considered and adopted the report of the RFQ negotiation for the xx power dispatching data network project transmission channel reconstruction project (procurement of optical transmission equipment), and requested the project unit to sign the contract based on the negotiation report;
4. The South Power Grid The xx Node Construction Project of Integrated Data Network is executed in accordance with the bidding results of Southern Power Grid Corporation, and the project unit is requested to sign the contract based on the Notice of Award issued by the bidding organization.
Sixteen, the Meeting considered and approved the Report on Negotiation of Inquiry for the Preliminary Work Project of 110kV-500kV Transmission and Substation Project of xx Power Grid in 2008, and requested the project unit to sign the contract based on the Negotiation Report.
Seventeenth, the meeting considered the motion on the procurement method of communication transmission equipment for the third batch of main grid project in 2008. Due to the limitation of technical conditions, there were less than three potential bidders, and it was not possible to carry out the bidding. It was decided that the bidding center would take the lead, with the cooperation of the ICT center and the participation of the monitoring department, and that the required equipment would be procured by means of quotation and negotiation.
