State, city, county people's government and the Haidong regional administrative office designated by the comprehensive economic management department is the administrative region of the power administration, is responsible for the supervision and management of the supply and use of electricity in the administrative region.
Public security organs of the people's governments at or above the county level shall investigate and deal with cases of jeopardizing the security of electricity supply and use, destruction and theft of electric facilities and electricity theft; other relevant departments within their respective responsibilities, responsible for the supervision and management of the supply and use of electricity. Article IV power supply enterprises and power users shall, in accordance with the principles of fairness, justice, openness and good faith, the exercise of rights and obligations in accordance with the law. Article 5 The people's governments at or above the county level power administration (hereinafter referred to as the power administration) shall organize and carry out electric power laws, regulations and knowledge of safe use of electricity publicity and education activities, to enhance the power supply enterprises in accordance with the law power supply, power users in accordance with the law of electricity and the awareness of saving electricity. Article 6 Any unit or individual has the obligation to protect the power supply facilities and power grid security; to harm the power supply facilities, endangering the safety of the power grid and illegal use of electricity, the right to report to the electric power administrative departments or public security organs. Chapter II construction and protection of power supply facilities Article 7 The people's governments at or above the county level shall incorporate urban and rural power grid construction and renovation planning into the overall planning of urban and rural construction in the region, and co-ordinate the arrangement of urban and rural substations, distribution substations and other power supply facilities, land, and transmission and distribution line corridors, cable channels.
The people's governments at or above the county level, development and reform, construction, land resources, forestry, water conservancy, transportation and other administrative departments in the approval of the relevant construction projects, which may affect the safe operation of power supply and use of electricity facilities, the local people's government shall seek the views of the power administrative departments; inconsistent views, the local people's government or people's government of the next level to coordinate and resolve the issue. Article VIII due to construction needs, the completed power supply facilities must be relocated, transformed or take protective measures, the construction unit shall negotiate with the property rights of the power supply facilities or power supply facilities management unit, to enter into and fulfill the agreement, the required project costs borne by the construction unit. Article IX power supply facilities construction projects occupy collective land, the construction unit shall apply for approval procedures. Expropriation compensation and resettlement plan approved in accordance with legal procedures, by the people's government at or above the county level to announce and organize the implementation.
The landowner, the user of the land grabbed after the announcement of the ground attachments and planted trees and crops, etc., shall not be compensated. Article 10 the design, construction, testing and operation of power supply and use of facilities shall comply with national standards or power industry standards, shall not use the national elimination and affect the safety of the power grid of power equipment and technology. Article XI of power supply enterprises and power users of power supply facilities, power receiving facilities for construction and maintenance, the relevant units and individuals in the operating area shall not affect or impede the construction; due to the operation of buildings, structures or crops and other damage caused by the provisions of relevant laws and regulations shall be responsible for repair or compensation. Article XII of the power supply enterprises to receive power users powered project power supply application, shall promptly organize the inspection, inspection in line with the conditions of power supply, shall pass the inspection and complete the relevant procedures to be supplied within five days after the power supply; unqualified test, the power user shall rectify, qualified before the power supply. Article XIII of power users to invest in the construction of power supply facilities, power supply enterprises shall not specify the design unit, construction units and equipment and materials supply units. Article XIV power users to invest in the construction of power supply facilities, shall be maintained and managed in accordance with the following provisions:
(1) power users dedicated, but not in the public substation power supply facilities, maintenance and management of power users;
(2) power users *** with the power supply facilities, by the ownership of the power users *** with the maintenance and management;
(3) temporary use of electricity (C) temporary use of electricity supply facilities, by the owner of the property rights of the maintenance and management.
The power supply facilities listed in the preceding paragraph, can be entrusted to the power supply enterprises to maintain and manage.
In the public substation by the power users to invest in the construction of power supply facilities, maintenance and management by the power supply enterprises. Before construction and commissioning, the two sides shall sign an agreement on maintenance, overhaul, spare parts and other matters. Article XV of the maintenance and management of power supply facilities, in accordance with the ownership of property rights to determine the responsibility of the demarcation point in accordance with the following provisions:
(a) public low-voltage lines, the last support at the end of the power user as a demarcation point, the support belongs to the power supply enterprises;
(b) 10 kV public high-voltage lines, to the power plant, the power user outside the plant boundary or in front of the distribution room of the first circuit breaker or the first support as a demarcation point, the first support is the first support. first support as the demarcation point, the first circuit breaker or the first support belongs to the power supply enterprise;
(c) for public high-voltage lines of 35 kV or above, the demarcation point is outside the plant boundary of the power plant or the power user or the power user's substation or the first pole, and the first pole belongs to the power supply enterprise;
(d) for the high-voltage lines that are connected to the public network, the demarcation point of the property right is twenty centimeters below the access point
(e) for lines whose property rights belong to the power users and are maintained and managed by the power users, the first pole outside the public substation connected to the branch poles of the public line or the dedicated line shall be the demarcation point, and the first pole of the dedicated line shall belong to the power users;
(f) if the power is supplied by cables, the demarcation point shall be determined by negotiation between the power supply enterprises and the power users.
The power supply enterprises and power users on the responsibility of the demarcation point, in the power supply and use of electricity contract otherwise agreed, in accordance with the agreement.
