Xi'an is located in the middle of Guanzhong Plain, bordered by Weihe River in the north and Qinling Mountains in the south, with eight waters moistening Chang'an. It is one of the world's historic cities identified by UNESCO in 1981, one of the important birthplaces of the Chinese civilization and the Chinese nation, the starting point of the Silk Road, and the capital of more than a dozen dynasties in its history [8]. The city of Feng-ho, the A-fang Palace and Terracotta Warriors of Qin, the Weiyang Palace and Changle Palace of Han, the Daxing City of Sui, and the Daming Palace and Xingqing Palace of Tang outline the "Chang'an Complex".
Xi'an is one of the best tourist destinations in China and one of the cities with the best international image in China, with two and six heritage sites inscribed on the World Heritage List: the Mausoleum of the First Emperor of Qin Shi Huang and the Terracotta Warriors and Horses, the Big Wild Goose Pagoda, the Small Wild Goose Pagoda, the Ruins of Daming Palace of the Tang Dynasty, the Ruins of Weiyang Palace of the Han Dynasty and the Pagoda of the Xingqi Temple. There are also other attractions such as Xi'an City Wall, Bell and Drum Towers, Huaqing Pond, Zhanshan Mountain, Datang Hibiscus Garden, Shaanxi History Museum, and the Forest of Steles. Xi'an has seven "double first-class" construction universities, including Xi'an Jiaotong University, Northwestern Polytechnical University and Xi'an University of Electronic Science and Technology.
In February 2018, the National Development and Reform Commission and the Ministry of Housing and Urban-Rural Development issued the Guanzhong Plain City Cluster Development Plan to support Xi'an in building a national central city, an international comprehensive transportation hub, and an international metropolis with historical and cultural characteristics.In 2020, Xi'an's GDP will be 100,203,900,000,000 yuan.
