According to Baidu Encyclopedia, welfare homes are welfare facilities specifically for street children. Children without children can go in, and so can volunteers.
The establishment of welfare homes is mainly to help members of society, orphans and patients with difficulties in life, and is a place to provide them with food, clothing, housing or medical care.
