In March 1989, he became the manager of Macau Wai Hung Real Estate Company. In November 1992, under the care and support of the Hainan Provincial Party Committee and Provincial Government, Mr. Zhong Baojia founded the Hainan Tong'ao Economic Development Zone (TEDZ) in Wuzhishan City and was appointed as the Director of the TEDZ Management Committee.
