The Second National Pollution Source Survey Scheme

According to the Regulations on the National Pollution Source Survey and the Notice of the State Council on the Second National Pollution Source Survey (Guo Fa [2065438+06] No.59), this scheme is formulated to guide the second national pollution source survey.

I. Objectives of the census work

Find out the basic situation of all kinds of pollution sources, understand the quantity, structure and distribution of pollution sources, master the generation, discharge and treatment of pollutants in countries, regions, river basins and industries, establish and improve the archives of key pollution sources, pollution source information databases and environmental statistics platforms, and provide a basis for strengthening pollution source supervision, improving environmental quality, preventing and controlling environmental risks, serving the environment and developing comprehensive decisions.

Second, the time, object, scope and content of the census

(1) Time of the census. The standard census time is 20 17 12 3 1, and the period data is 20 17.

(2) The object and scope of the census. The survey targets People's Republic of China (PRC), units and self-employed households with pollution sources in China. The scope includes: industrial pollution sources, agricultural pollution sources, domestic pollution sources, centralized pollution control facilities, mobile sources and other facilities that generate and discharge pollutants.

1. Industrial pollution sources. The object of the census is all industrial activity units that produce waste water pollutants, waste gas pollutants and solid waste in the industrial sector. The radioactive pollution sources of eight key industries 15 mineral mining, smelting and processing industry units that may be associated with natural radionuclides were investigated.

Register and investigate industrial parks in national and provincial development zones, including economic and technological development zones, high-tech industrial development zones, bonded zones and export processing zones.

2. Agricultural pollution sources. The scope of the census includes planting, animal husbandry and aquaculture.

3. Household pollution sources. The census targets are boilers used by all units and residents except industrial enterprises (hereinafter referred to as domestic source boilers), municipal sewage outlets entering rivers (seas) in urban areas, counties and towns, energy use of urban and rural residents, and domestic sewage generation and discharge.

4. Centralized pollution control facilities. The object of the census is the units that centrally treat and dispose of domestic garbage, hazardous waste and sewage. These include:

Domestic waste centralized treatment and disposal units include domestic waste landfills, domestic waste incineration plants and units that treat domestic waste and kitchen waste in other ways.

Hazardous waste centralized treatment and disposal units include hazardous waste disposal plants and medical waste treatment (disposal) plants. Hazardous waste disposal plants include hazardous waste comprehensive treatment (disposal) plants, hazardous waste incineration plants, hazardous waste safe landfills and hazardous waste comprehensive utilization plants; Medical waste treatment (disposal) plants include medical waste incineration plants, medical waste high-temperature cooking plants, medical waste chemical disinfection plants, medical waste microwave disinfection plants, etc.

Centralized sewage treatment units include urban sewage treatment plants, industrial sewage treatment plants and rural centralized sewage treatment facilities.

5. Move the signal source. The survey targets are motor vehicles and non-road mobile pollution sources. Among them, non-road mobile pollution sources include aircraft, ships, railway diesel locomotives, construction machinery, agricultural machinery and other non-road mobile machinery.

(3) the content of the census.

1. Industrial pollution sources. The basic information of the enterprise, the consumption of raw and auxiliary materials, the production of products, the facilities that produce pollution, the generation, treatment, discharge and comprehensive utilization of various pollutants (including information such as discharge port, discharge mode and discharge destination). ), the construction and operation of various pollution prevention facilities, etc.

Wastewater pollutants: chemical oxygen demand, ammonia nitrogen, total nitrogen, total phosphorus, petroleum, volatile phenol, cyanide, mercury, cadmium, lead, chromium and arsenic.

Exhaust pollutants: sulfur dioxide, nitrogen oxides, particulate matter, volatile organic compounds, ammonia, mercury, cadmium, lead, chromium and arsenic.

Industrial solid waste: the generation, storage, disposal and comprehensive utilization of general industrial solid waste and hazardous waste. Hazardous waste should be classified and investigated according to the national hazardous waste list. General industrial solid waste and hazardous waste storage and disposal facilities (places) built and used by industrial enterprises.

2. Agricultural pollution sources. Production activities of planting, livestock and poultry breeding and aquaculture, production, disposal and resource utilization of straw, use of chemical fertilizer, pesticide and plastic film, basic information of livestock and poultry breeding enterprises and farmers included in the registration survey, pollution control and resource utilization of feces.

Wastewater pollutants: ammonia nitrogen, total nitrogen, total phosphorus, livestock and poultry farming and aquaculture increase chemical oxygen demand.

Exhaust pollutants: ammonia in livestock breeding, ammonia in planting and volatile organic compounds.

3. Household pollution sources. Basic situation of domestic source boilers, energy consumption, pollution control, energy consumption of urban and rural residents, municipal sewage outlets in urban areas, counties and towns, and drainage of urban and rural residents, etc.

Wastewater pollutants: chemical oxygen demand, ammonia nitrogen, total nitrogen, total phosphorus, five-day biochemical oxygen demand, animal and vegetable oil.

Exhaust pollutants: sulfur dioxide, nitrogen oxides, particulate matter, volatile organic compounds.

4. Centralized pollution control facilities. Basic information of the unit, treatment capacity of facilities, treatment of sewage or waste, generation, treatment and discharge of secondary pollutants.

Wastewater pollutants: chemical oxygen demand, ammonia nitrogen, total nitrogen, total phosphorus, five-day biochemical oxygen demand, animal and vegetable oil, volatile phenol, cyanide, mercury, cadmium, lead, chromium and arsenic.

Exhaust gas pollutants: sulfur dioxide, nitrogen oxides, particulate matter, mercury, cadmium, lead, chromium and arsenic.

Generation, storage and disposal of sludge produced by sewage treatment facilities, incineration residues and fly ash produced by incineration facilities.

5. Move the signal source. Information on the number of various mobile sources and their production and emissions, emissions of volatile organic compounds (except ships), nitrogen oxides and particulate matter, and sulfur dioxide emissions of some types of mobile sources.

Third, the technical route of the census

(1) industrial pollution source. Basic information, activity level information, pollution control facilities and discharge port information of the comprehensive household registration survey unit; On the basis of actual measurement and comprehensive analysis, the accounting method of pollutant discharge is formulated according to industry classification, and the quantity and discharge of pollutants are calculated.

According to the list of basic units of associated radioactive mines and the preliminary investigation results, the general survey objects of associated radioactive mines are determined and a comprehensive household survey is conducted.

Industrial park (industrial park) management agencies to fill in the park survey information. Industrial enterprises in industrial parks (industrial parks) shall fill in the general survey form of industrial pollution sources.

(2) Agricultural pollution sources. Based on the existing statistical data, determine the sampling survey object, carry out sampling survey, obtain the basic data of agricultural production activities in the census year, and calculate the pollutant production and discharge amount according to the production and discharge coefficient.

(3) Domestic pollution sources. Register and investigate the basic situation, energy consumption and pollution control of domestic source boilers. , and according to the production and discharge coefficient to calculate the amount of pollutants and emissions. The energy use of urban and rural residents is investigated by sampling, and the output and discharge of waste gas pollutants are calculated by combining the production and discharge coefficient. Through the investigation and comprehensive analysis of typical areas, the activity level information related to the emission of volatile organic compounds is obtained, and the production and emission of volatile organic compounds from domestic pollution sources are estimated by combining the material balance or the coefficient of production and emission.

The basic information of urban river (sea) sewage outlets is obtained by using administrative records and field investigations. Monitor the water quality of municipal sewage outlets (rainy season and dry season) to obtain pollutant discharge information. Combined with the discharge destination, the investigation and monitoring of urban river (sea) sewage outlets, the collection and discharge of urban sewage and rainwater, the sewage treatment capacity and discharge of urban sewage treatment plants, the discharge of urban water pollutants is calculated by using the drainage water quality data. On the basis of existing statistical data and sampling survey, the basic information of rural residents' domestic drainage is obtained, and the output and discharge of rural domestic sewage and pollutants are calculated according to the production and discharge coefficient.

(4) Centralized pollution control facilities. According to the basic information of the survey object, the treatment and disposal of waste, the monitoring data of pollutant discharge and the coefficient of production and discharge, the quantity and discharge of pollutants are calculated.

(5) Move the source. Using the data information provided by relevant departments, combined with the sampling survey in typical areas, the information such as the number of mobile sources, fuel consumption, activity level, etc. is obtained, and the pollutant discharge of mobile sources is calculated by combining the partition classification pollution discharge coefficient.

Motor vehicles: according to the relevant data of motor vehicle registration and traffic flow data, combined with the sampling observation and investigation of typical cities and typical road sections and fuel sales data, the emission coefficient of motor vehicles is updated and improved, and the emission of motor vehicle exhaust pollutants is calculated.

Non-road mobile sources: through information sharing between relevant departments, data such as the quantity of vehicles, fuel consumption and related activity level are obtained, and pollutant discharge is calculated according to the pollution discharge coefficient.

Fourth, the organization and implementation of the census.

(1) Basic principles. Unified national leadership, division of labor and cooperation among departments, local responsibility and participation of all parties.

(2) Census organization. The national leading group for pollution source survey is responsible for leading and coordinating the national pollution source survey. The office of the National Leading Group for Pollution Source Survey is located in the Ministry of Environmental Protection and is responsible for the daily work of pollution source survey. The division of responsibilities of the member units of the national pollution source census leading group shall be determined by the office of the national pollution source census leading group in consultation with relevant parties.

The leading group of pollution source survey of local people's governments at or above the county level shall lead and coordinate the pollution source survey within their respective administrative areas in accordance with the unified provisions and requirements of the national leading group of pollution source survey. Measures should be taken in time to solve all kinds of difficulties and problems encountered in the census work.

The office of the leading group for pollution source survey of the local people's government at or above the county level is located in the competent department of environmental protection at the same level, and is responsible for the daily work of pollution source survey within its administrative area.

Township (town) people's governments, sub-district offices and village (neighborhood) committees should actively participate in and conscientiously do a good job in the census work in this area.

Key pollutant discharge units shall carry out monitoring in accordance with the relevant requirements of environmental protection laws and regulations, emission standards and pollutant discharge permit management, and truthfully report the annual monitoring results of the census. All kinds of pollution source census survey objects and reporting units shall designate special persons to be responsible for the reporting of pollution source census forms of their own units.

Make full use of the existing statistics, monitoring and special investigation results of relevant departments, and improve the efficiency of census by purchasing third-party services and information means. Give full play to the role of social organizations such as scientific research institutes, universities and environmental protection consulting institutions, and encourage social organizations and the public to participate in the census work.

(3) the implementation of the census. Organize and implement the preparatory work, inventory and database building, census pilot, comprehensive investigation and summary release in stages: complete the preparatory work, start the inventory and database building and census pilot in 20 17, complete the comprehensive investigation in 20 18 and summarize and release the results in 20 19.

Pre-preparation: set up institutions, formulate census plans, implement funding channels, formulate relevant technical specifications and census systems, determine pollutant discharge accounting methods, and complete technical preparations such as the development and construction of census information systems. Conduct general survey publicity and training.

2. Inventory and database building: carry out the screening of the directory database of pollution source census investigation units, carry out the census inventory and establish the directory database of basic census units. Preliminary measurement of radioactive indicators of enterprises developing and utilizing associated radioactive mineral resources, and determination of general survey objects of associated radioactive pollution sources; Check the list of municipal sewage outlets into the river (sea) and carry out water quality monitoring of sewage outlets.

3. Pilot census: Conduct pilot census and improve the census system, technical specifications and information system.

4. Comprehensive survey: conduct household survey and data collection, data review, data summary, quality verification and evaluation, and establish a database.

5. Summary and release: summarize and release census results, and carry out results analysis, acceptance and commendation.

(4) Census training. The Office of the National Leading Group for Pollution Source Census is responsible for the training of technical backbones of provincial and municipal pollution source census institutions and provincial census trainers. The office of the provincial leading group for pollution source census is responsible for the training of the remaining census personnel in this administrative area.

(5) Publicity and mobilization. The leading group offices of pollution source census at all levels should make full use of newspapers, radio, television, internet and other media in accordance with the requirements of documentNo. [20 16]59 issued by the State Council, and widely mobilize social forces to participate in pollution source census, so as to create a good atmosphere for census implementation.

The funds for this census are shared by the central finance and local finance. The central financial burden shall be incorporated into the departmental budgets of relevant departments by the Ministry of Finance in accordance with the requirements of departmental budget management. The local financial burden shall be arranged by the local finance at the same level according to the needs of the work.

The funds arranged by the central government are mainly used for: studying and formulating the national pollution source census plan, and compiling the monitoring, investigation, quality management and other related norms involved in the pollution source census; Carry out census table design, software and information system development and construction, publicity, training and guidance, census pilot, census quality verification and evaluation, national data collection, processing, archiving, inspection and acceptance, summary and other work.

The local financial arrangement funds are mainly used for: formulating the overall plan for the implementation of pollution source census, organizing mobilization, publicity and training, household survey and on-site monitoring, subsidizing census personnel, ensuring office space and operating expenses, verifying and evaluating census quality, purchasing equipment such as data collection, printing census forms, archiving census data, data entry, checking, processing, inspection and acceptance, and summarizing and commending. Subsidies will be given to areas and poverty-stricken counties that carry out pilot census work.

The office of the leading group for pollution source census at all levels shall determine the annual work plan according to the census plan, and the member units of the leading group shall prepare the annual budget accordingly, which shall be included in the budget of relevant departments after being audited by the financial department at the same level and allocated on time in different years.

Quality management of intransitive verbs census

The Office of the National Leading Group for Pollution Source Census leads the quality management of the census in a unified way, establishes a quality management system covering the whole process of the census, and is responsible for supervising the implementation. Census institutions at all levels should conscientiously implement the quality management system of pollution source census and do a good job in quality assurance and quality management of pollution source census.

Establish and improve the census responsibility system, and clarify the main responsibility, supervision responsibility and related responsibilities. Establish a system of quality traceability and accountability of census data, carry out census data verification and quality evaluation according to law, and severely punish census violations.

In accordance with the principle of census according to law, no place, department, unit or individual may falsely report, conceal, refuse to report or report late, and may not forge or tamper with census data. Census institutions at all levels and their staff must keep the technical and commercial secrets of the census objects.
