Cow cooperative organizations mainly serve their members, providing information, technology, marketing, training and other services, regularly releasing information on milk production and operation to the society, guiding dairy farms, farming communities, farmers and dairy processing enterprises to organize production and operation according to market demand, and safeguarding the legitimate rights and interests of dairy producers and operators according to law. Article 6 Any organization or individual has the right to report and complain about violations of these Regulations; The relevant administrative departments that accept reports or complaints shall promptly investigate and handle them. Chapter II Breeding of Improved Dairy Cattle Article 7 The animal husbandry and veterinary administrative department of the people's government at or above the county level shall formulate and implement the breeding plan of improved dairy cattle, guide dairy farms, breeding communities and farmers to adopt advanced technology, accelerate the breeding of improved dairy cattle and increase the number of high-yield dairy cows. Article 8 Units and individuals engaged in the production and operation of cow eggs, frozen semen, embryos and other genetic materials and specialized in artificial insemination breeding shall obtain the production and operation licenses for breeding livestock and poultry according to law. The applicant holds the license for the production and operation of breeding livestock and poultry, handles industrial and commercial registration according to law, and can engage in production and operation activities only after obtaining the business license. Article 9 To apply for the production and operation license of cow eggs, frozen semen, embryos and other genetic materials, the following conditions shall be met:
(1) Having the laboratory, low-temperature storage and transportation conditions stipulated by the state;
(2) Having animal husbandry and veterinary technicians suitable for the scale of production and operation;
(3) The number and quality of dairy cows that meet the requirements of the state;
(4) The source of embryos and eggs obtained by in vitro fertilization is clear, and the donor cows meet the health standards and quality requirements of breeding cows stipulated by the state;
(five) meet other technical requirements stipulated by the administrative department of animal husbandry and veterinary medicine in the State Council. Article 10 The animal husbandry and veterinary technology extension institution affiliated to the animal husbandry and veterinary administrative department of the provincial people's government may organize the determination of the production performance of breeding cattle and the registration of outstanding individuals, and announce the information of outstanding breeding cattle to the society. Chapter III Construction of Milk Source Base and Dairy Cattle Breeding Article 11 The people's governments at or above the county level shall, according to the local industrial layout, encourage and support rural collective economic organizations, farmers' professional cooperative organizations, enterprises and individuals to invest in the construction of dairy farms and breeding communities, develop large-scale and standardized breeding, and encourage the identification of pollution-free producing areas and the certification of pollution-free products. Twelfth people's governments at all levels shall, according to the development plan of dairy industry, strengthen the construction and standardized management of milk source bases, support the development of professional communities and townships (towns) for dairy farming, improve the service system and improve the management level of farmers. Thirteenth township (town) overall land use planning should be based on the local actual situation to arrange dairy farming land. Rural collective economic organizations, farmers' professional cooperative organizations and dairy farms established by farmers in accordance with the overall land use planning of townships (towns) are treated equally with agricultural land. Article 14 The animal husbandry and veterinary administrative department of the people's government at or above the county level and its animal husbandry and veterinary technology extension agencies are responsible for providing breeding technology training, improved variety promotion, disease prevention and other services for dairy farms, breeding communities and farmers, and bringing dairy production into the scope of government improved variety subsidies; Encourage dairy processing enterprises and other related producers and operators to provide services for dairy farms, farming communities and farmers. Fifteenth dairy farms and farming communities shall meet the following conditions:
(1) Having independent breeding areas, pens and supporting facilities;
(2) Having sound production operation rules and management systems;
(3) The epidemic prevention conditions conform to the provisions of laws and regulations;
(four) animal husbandry and veterinary personnel or professional and technical personnel serving them;
(five) a sound dairy breeding file and pedigree;
(6) Necessary cleaning and disinfection equipment;
(seven) the comprehensive utilization of cow dung, waste water and other solid wastes or other harmless treatment facilities;
(eight) there are mechanized milking facilities and milk cooling and refrigeration equipment.
