Health Law June 1 implementation of the following:

Article 1 In order to develop medical care and health care, to ensure that citizens enjoy basic medical care and health services, improve the health of citizens, and promote the construction of a healthy China, in accordance with the Constitution, the enactment of this Law.

Article 2 This Law shall apply to the engagement in medical care, health promotion and its supervision and management activities.

Article 3 Medical care and health care shall be people-centered and serve the people's health.

Medical and health care shall adhere to the principle of public welfare.

Article 4 The State and society shall respect and protect citizens' right to health.

The State implements the strategy of a healthy China, popularizes healthy living, optimizes health services, improves health protection, builds a healthy environment, develops health industries, and improves citizens' health throughout the life cycle.

The State establishes a health education system, guarantees citizens' right to health education, and improves citizens' health literacy.

Article 5 Citizens enjoy the right to obtain basic medical and health services from the State and society in accordance with law.

The State establishes a basic medical and health care system, builds and improves the medical and health care service system, and protects and realizes citizens' right to obtain basic medical and health care services.

Article 6 The people's governments at all levels shall give priority to the health of the people in the strategic position of development, integrate the concept of health into all policies, adhere to prevention as the mainstay, improve the health promotion work system, organize and implement the planning and action of health promotion, promote the fitness of all people, set up a system for assessing the impact of health, and incorporate improvements in the major health indicators of citizens into the government's target responsibility assessment.

Article 7 The State Council and local people's governments at all levels lead the work of medical care and health promotion.

The competent health authorities under the State Council are responsible for coordinating national medical care and health promotion work. The competent health authorities of the local people's governments at or above the county level are responsible for coordinating the work of medical care and health promotion in their administrative regions. Article 10 The State rationally plans and allocates medical and health resources, focusing on the grassroots level, and adopts a variety of measures to prioritize support for the development of medical and health institutions at the subcounty level, and to improve their medical and health service capacity.

Article 11 The State increases financial investment in medical and health care and health care, and focuses on supporting the development of medical and health care and health care in old revolutionary areas, ethnic areas, border areas and economically underdeveloped areas by increasing transfer payments.

Chapter II Basic Medical and Health Care Services

Article 15 Basic medical and health care services are necessary for the maintenance of human health, in line with the level of economic and social development, and equitably accessible to citizens, the use of appropriate medicines, appropriate technology, appropriate equipment to provide services for the prevention of disease, diagnosis, treatment, care and rehabilitation.

Basic medical and health services include basic public **** health services and basic medical services. Basic public **** health services are provided free of charge by the State.

Article 16 The State takes measures to ensure that citizens enjoy safe and effective basic public **** health services, to control risk factors affecting health, and to improve the prevention and control of disease.

The national basic public **** health service programs shall be determined by the competent health department of the State Council, in conjunction with the financial department of the State Council and the competent department of traditional Chinese medicine, etc.*** together.

Article 17 The State Council and the people's governments of provinces, autonomous regions and municipalities directly under the Central Government may incorporate into the basic public **** health service projects and organize the implementation thereof those services which are aimed at key areas, key diseases and specific groups of people.

Local people's governments at or above the county level carry out special prevention and control work for major diseases and major health risk factors in their administrative regions.

Article 18 The people's governments at or above the county level provide basic public **** health services by organizing professional public **** health institutions, primary health care institutions and hospitals, or by purchasing services from other health care institutions.

Article 19 The State establishes and improves the health emergency response system for emergencies, formulates and improves emergency response plans, and organizes and carries out health emergency response work such as medical treatment of emergencies, hygienic investigation and disposal, and psychological assistance, so as to effectively control and eliminate hazards.

Article 20 The State establishes a system for the prevention and control of infectious diseases, formulates plans for the prevention and control of infectious diseases and organizes their implementation, strengthens the monitoring and early warning of infectious diseases, adheres to the principle of prevention, combines prevention and control, joint prevention and control, group prevention and control, source prevention and control, and comprehensive management, blocks the means of transmission, protects susceptible groups, and reduces the harm of infectious diseases.

Any organization or individual shall accept, cooperate with medical and health institutions for the prevention, control and elimination of infectious diseases and hazards of investigation, testing, sample collection, isolation and treatment, medical observation and other measures taken in accordance with the law.
