Article VII of the people's governments above the county level power management department shall guide the power enterprises to establish and improve the emergency plan for emergency safety incidents of electric power facilities, improve the early warning mechanism to ensure the safe operation of electric power facilities.

Power management departments of the people's governments at or above the county level shall, in conjunction with the competent forestry departments and power enterprises to establish the power line corridor fire emergency and forest fire early warning mechanism.

Article VIII of the property rights of electric power facilities or managers shall fulfill the obligation to protect electric power facilities, and accept the supervision of the relevant government departments and society.

Electric power enterprises shall be equipped with electric power facilities protection staff, to ensure that the protection of electric power facilities, the funds required to do a good job in the daily protection of electric power facilities.

Article IX of the people's governments at or above the county level power management department shall organize the owner or manager of electric power facilities in the following locations and positions to set up safety signs:

(a) densely populated sections of the overhead power line towers;

(b) the overhead power line towers of the area of frequent personnel activities;

(c) vehicles, self-propelled machinery frequently (C) the frequent passage of vehicles, self-propelled machinery overhead power line towers;

(D) transformer platforms or fences on the power lines;

(E) substations, converter stations, switching stations, openings, cable terminal station enclosure (fence);

(F) the town of busy sections of the power cable trench cover;

(G) the power facilities attached to the transmission of coal, oil, gas, ash, water, Heat supply, steam supply pipe ditch (line);

(H) undersea cables, river cables on both sides.

Article 10 No unit or individual shall commit the following acts that jeopardize power generation facilities, substation facilities and their related auxiliary facilities:

(1) disturbing the production order in the production area of a power plant, substation, etc., or moving or damaging facilities, equipments, and safety warning signs of a power plant, substation, etc., which are used in the production;

(2) transferring coal in the power generation facilities attached to the Oil, gas, ash, water, heat and steam pipeline ditches (lines) in the protected area attached to the power generation facilities, unauthorized soil extraction, sand digging, quarrying, piling, drilling, burying graves and other excavation operations, the construction of buildings, structures, dumping garbage, slag, and acid, alkali, salt and other chemically corrosive substances containing liquids and other wastes;

(c) in the power plant, thermal power plant, substation, or nearby engaged in burning or Piling up grains, grass, wood, straw, oil and other flammable and explosive substances and other acts that may endanger electric power facilities and their auxiliary facilities;

(4) in the waters extending 100 meters around the intake of water for production of power plants and 300 meters around the hydraulic buildings in reservoirs used for hydroelectric power generation, engaging in deep-frying, fishing, swimming, boating and other acts that endanger the safety of the hydraulic buildings;

(5) in the vicinity of power plants, thermal power plants and substations, engaging in burning or piling up grains, grass, wood, straw, oil and other flammable and explosive substances, etc.; and safety;

(v) excavating and extracting soil from the ash dam (field) of a thermal power plant and constructing buildings and structures within a safe distance therefrom;

(vi) carrying out activities such as blasting, reclaiming land, drilling wells, quarrying rocks, mining, digging sand, extracting soil, repairing graves, and constructing wharves, canals, piling up sundries, and drying grain and grass on the dam body, etc., which jeopardize the safety of the dam;

(v) engaging in activities that endanger the safety of the dam;

(vi) carrying out activities that jeopardize the safety of the dam; and activities that jeopardize the safety of dams;

(vii) damaging or blocking the special railroads, highways, bridges, wharves, waterways, ship berthing areas and maintenance roads of power plants, cogeneration plants, transformer stations, and switching stations;

(viii) damaging or relocating the water measurement and reporting facilities of hydroelectric power plants;

(ix) other acts that jeopardize the power generation facilities, the transformer facilities, and their auxiliary facilities.

Article 11 No unit or individual shall commit the following acts of endangering power line facilities:

(1) Shooting at or throwing objects to power line facilities;

(2) Flying kites or lifting balloons and other airborne animals within an area of 300 meters on either side of the conductors of the overhead power lines;

(3) Tethering livestock, hanging objects, or climbing on the poles and towers or pulling lines. Livestock, hanging objects, climbing crops, as lifting traction anchor;

(D) in the power line towers or towers and pull the line between the construction of roads;

(E) dismantling of power lines, towers, pull the line on the equipment, or move, damage to the power line facilities sign;

Article 12 In the overhead power line protection zone any unit or individual shall not commit the following acts:

(1) construction of buildings, structures;

(2) planting plants that may endanger the safety of electric power facilities;

(3) piling up of grains, forage, timber, straw, oil and other flammable and explosive substances and garbage, ballast and other items affecting the safety of power supply

(C) pile of grain, grass, wood, straw, oil and other flammable and explosive substances and garbage, mine ballast and other items affecting the safety of power supply, dumping acid, alkali, salt and other harmful chemicals;

(D) kiln-burning, barn-burning, hayfield-burning, burned ash fertilizer, burned ridges, burned straw, and burning firecrackers, picnicking, paper burning and other field fires that may jeopardize the safety of power facilities.

Any unit or individual in the forest area or the edge of the forest area for wildfire caused by fire, causing damage to electric power facilities, shall be liable for compensation.

Article 13 No unit or individual shall carry out activities of earth extraction, piling, drilling, excavation or dumping of acids, alkalis, salts and other hazardous chemicals within the following ranges from the outer edges of the foundations of the towers and wires of overhead electric power lines:

(1) the area of 5 meters around the towers and wires of overhead electric power lines of less than 35 kV;

(2) the area of 5 meters around the towers and wires of overhead electric power lines of more than 110 kV;

(2) the area of 5 meters around the towers and wires of overhead electric power lines of more than 110 kV. The area of 10 meters around the overhead power line towers and tie lines.

When earth taking, piling, piling, drilling, mining and excavation activities are carried out outside of the areas stipulated in the preceding paragraph, the following provisions must be observed:

(i) the road leading to the foundation of the tower and tie line for the inspection and maintenance personnel and vehicles must be reserved;

(ii) if it is likely to cause landslides of soil and sand around the foundation of the tower and tie line, a berm shall be constructed to reinforce the foundation and must not affect the stability of the foundation;

(iii) if it is likely to cause landslides of soil or sand around the foundation, the berm shall be constructed to strengthen the foundation and must not affect the stability of the foundation. Shall not affect the stability of the foundation;

(C) shall not damage the grounding device of electric power facilities or change the depth of its burial.

Article XIV in the vicinity of the power line protection zone, may jeopardize the safe operation of the line of mechanical construction, shall take appropriate safety measures before proceeding.

Laying of urban water supply, drainage, gas and other public utilities pipelines, shall be subject to the unified planning and management of the city, the prudent use of machinery, shall not damage the power facilities.

Article XV prohibits the simultaneous burial of other pipelines in the power cable trench. When the pipeline crosses through, by the people's governments at or above the county level, the administrative department of urban and rural planning organization of the relevant units to negotiate, reach an agreement and take safety measures before construction.

Article XVI of any unit or individual shall not be within 300 meters of the horizontal distance from the power facilities for blasting operations. Need to carry out blasting operations, should be in accordance with the relevant provisions of the state, to take reliable safety precautions, and obtain the written consent of the local power facility owners or managers, according to the people's government at or above the county level by the relevant management department for approval.

Blasting operations outside the scope of the preceding paragraph, must ensure the safety of electric power facilities.

Article XVII Any unit or individual shall not encroach upon or misappropriate the materials and equipment for the construction of electric power projects, shall not unlawfully obstruct the construction unit engaged in the installation and maintenance of electric power facilities and dismantling of waste electric power facilities, and shall not unlawfully interfere with, obstruct, or destroy lawful electric power facilities project construction under any pretext whatsoever.

Article 18 of the following activities, shall be approved by the people's government at or above the county level power management department, and take safety measures in accordance with the relevant provisions of the state:

(a) the use of machinery in the overhead power lines in the protected area;

(b) the height of the overhead power lines and overhead power lines do not comply with the conductor of the vehicle and its carrying objects or the provisions of the vertical safety distance. Other objects, crossing the overhead power line protection zone;

(C) in the overhead power line facilities connected to electrical equipment or set up power, communication, radio and television lines, as well as the placement of other facilities.

Engaged in the activities of the preceding paragraph (c), shall also obtain the consent of the property owner or manager of the power facilities.

Article 19 of the occurrence of emergencies endangering the safety of electric power facilities, the people's governments at or above the county level and its relevant departments shall take the following measures:

(a) rescue organizations to rescue victims, evacuation, resettlement of threatened persons;

(b) the rapid organization of the repair of damaged electric power facilities;

(c) to remove obstacles, restrictions on access to ensure that the repair channel

(D) mobilize materials, personnel, transportation and related equipment to support the rescue;

(E) coordinate the power supply, to ensure that the important units of power supply.

Article 20 In the event of emergencies endangering the safety of electric power facilities, electric power enterprises shall take the following measures:

(1) eliminating the source of danger and controlling the development of the situation;

(2) immediately repairing the damaged electric power facilities;

(3) organizing the emergency supply of electric power to ensure the power supply of important units;

(4) other emergency measures for restoring normal supply of electric power. normal supply of emergency measures.

Article 21 In the event of an emergency endangering the safety of electric power facilities, the owner or manager of electric power facilities may first take the following emergency measures to eliminate the source of danger, and report to the relevant departments of the local people's governments at or above the county level within the prescribed time:

(1) suspension of power supply;

(2) pruning or felling of forests and other plants endangering the safety of electric power facilities;

(3) suspension of power supply;

(4) other emergency measures to restore the normal supply of electric power.

(C) digging drainage ditches and other excavation of the ground;

(D) removal of buildings and structures endangering the safety of electric power facilities;

(E) take other measures to remove obstacles and eliminate the danger.

Electric power facility owners or managers to take the emergency measures described in the preceding paragraph, the law must be compensated or for the relevant procedures should be compensated for or make up, and should minimize losses.

Article 22 The owner or manager of electric power facilities shall strengthen the protection of electric power facilities, regular inspections of electric power facilities, maintenance, overhaul, timely elimination of hidden dangers, troubleshooting, to reduce power outages due to faults and accidents.

Article 23 of the property rights of electric power facilities or the administrator of the encroachment, destruction of electric power facilities or impede the safe operation of electric power facilities can be individually or jointly exercise their rights; to endanger the electric power facilities of the illegal acts, shall promptly protect the scene, and submit to the relevant administrative departments and judicial organs to deal with.

Article 24 of the acquisition of waste electric power facilities and equipment units and individual entrepreneurs shall obtain a business license in accordance with the law, and to the people's governments at or above the county level of the electric power management department and the public security organs for the record.

Acquisition of waste electric power facilities equipment, should be the name of the item, the number, specifications, new and old degree of registration; seller for the unit, should check the certificate issued by the unit of sale, registration of the name of the unit of sale, the name of the person in charge of the name, address, identity card number; seller for the individual, should be registered in the name of the seller, address, identity card number. Registration data retention period shall not be less than two years.
