The process for foreigners to start a company in China is as follows:

1. Go through the pre-approval procedures for the names of foreign-invested enterprises to be established at the Industrial and Commercial Bureau and obtain the Notice of Pre-approval for the Names of Foreign-invested Enterprises.

2. Go through the examination and approval procedures for foreign-invested enterprises at the China Merchants Bureau of the provincial government or its authorized organs, and obtain the approval certificate and approval documents for foreign-invested enterprises.

3. Go through the pre-approval formalities with the relevant industry authorities and obtain the * * * * license (pre-approval is not required if the business scope is not involved).

4. Go through the enterprise registration formalities at the foreign-invested enterprise registration authority (authorized by the Industrial and Commercial Bureau) and obtain the Business License of Enterprise as a Legal Person.
