Those who have obtained the "Nurse's Practice Certificate" without practice registration shall not engage in nursing activities stipulated in the technical specifications for diagnosis and treatment. Article 3 The Ministry of Health shall be responsible for the supervision and administration of the practice registration of nurses throughout the country.
The health administrative departments of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government are the competent departments of nurse practice registration, and are responsible for the management of nurse practice registration within their respective administrative areas. Article 4 The health administrative departments of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government shall, in light of the actual conditions of their respective administrative regions, formulate specific measures for the registration of nurses' practice and report them to the Ministry of Health for the record. Article 5 To apply for nurse practice registration, the following conditions shall be met:
(1) Having full capacity for civil conduct;
(2) Having completed the general full-time courses of nursing and midwifery prescribed by the Ministry of Education and the Ministry of Health in secondary vocational schools and institutions of higher learning for more than 3 years, including completing nursing clinical practice for more than 8 months in teaching and general hospitals, and obtaining corresponding academic certificates;
(3) Having passed the nurse qualification examination organized by the Ministry of Health;
(4) meeting the health standards stipulated in Article 6 of these Measures. Article 6 To apply for nurse practice registration, the applicant shall meet the following health standards:
(a) No history of mental illness;
(two) no color blindness, color weakness, binaural hearing impairment;
(three) no disease, disability or dysfunction that affects the performance of nursing duties. Article 7 To apply for nurse practice registration, the following materials shall be submitted:
(1) Application form for nurse registration;
(2) the identity certificate of the applicant;
(three) the applicant's academic qualifications and clinical practice certificate in professional study;
(four) the nurse qualification examination results;
(5) A medical institution designated by the health administrative department of the people's government of a province, autonomous region or municipality directly under the Central Government shall issue a medical certificate for the applicant within 6 months;
(6) Relevant materials to be employed by medical and health institutions. Article 8 The administrative department of health shall, within 20 working days from the date of accepting the application, examine the materials submitted by the applicant. Those who pass the examination shall be granted registration and issued with a nurse's practice certificate; If it does not meet the prescribed conditions, it shall not be registered, and the reasons shall be explained in writing.
The nurse's practice certificate shall indicate the nurse's name, gender, date of birth, certificate number, registration date, practice place and other personal information.
"Nurse's Practice Certificate" is uniformly printed by the Ministry of Health. Article 9 An application for registration in practical nurse shall be filed within 3 years from the date of passing the nurse qualification examination; If an application is filed within the time limit, in addition to the materials specified in Article 7 of these Measures, it shall also submit a certificate that it has received clinical nursing training for three months and passed the examination in the teaching and general hospitals designated by the health administrative departments of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government. Article 10 The validity period of nurse practice registration is 5 years. If a nurse needs to continue practicing after the expiration of the validity period, it shall apply to the original registration department for renewal of registration 30 days before the expiration of the validity period. Article 11 A nurse applying for renewal of registration shall submit the following materials:
(a) Application for renewal of nurse registration;
(two) the applicant's "nurse practice certificate";
(3) Medical institutions designated by the health administrative departments of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government shall issue medical certificates for the applicants within six months. Article 12 The registration department shall conduct an examination within 20 days from the date of accepting the application for renewal of registration. Those who pass the examination will be updated. Thirteenth in any of the following circumstances, the registration shall not be renewed:
(a) does not meet the health standards stipulated in Article 6 of these measures;
(2) The penalty period for being suspended from practicing activities has not expired. Fourteenth medical and health institutions can collectively apply for the registration and renewal of the nurses they employ. Fifteenth in any of the following circumstances, intends to practice in medical and health institutions, should re apply for registration:
(a) the registration period expires without renewal;
(2) Two years from the date of revocation of the nurse's practice certificate.
To re-apply for registration, materials shall be submitted in accordance with the provisions of Article 7 of these Measures; If the practice of nursing has been interrupted for more than 3 years, a certificate that he has received clinical nursing training for 3 months in a teaching and general hospital designated by the health administrative department of the people's government of a province, autonomous region or municipality directly under the Central Government and passed the examination shall also be submitted. Article 16 A nurse who changes the registered items such as practice place within the validity period of practice registration shall go through the registration change.
However, nursing activities that undertake the tasks assigned or approved by the health administrative department and perform the duties of medical and health institutions, including advanced studies and academic exchange activities approved by medical and health institutions, are excluded. Article 17 If a nurse changes her practice place within the validity period of practice registration, she shall report to the registration authority of the proposed practice place and submit the following materials:
(1) Examination form for application for change of registration of nurses;
(two) the applicant's "nurse's practice certificate".
The registration department shall handle the change formalities for it within 7 working days from the date of acceptance.
If a nurse changes her practice place across provinces, autonomous regions and municipalities directly under the Central Government, the registration department that receives the report shall also notify the registration department of her original practice place.
The health administrative departments of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government shall provide convenience for nurses to change their registration through the nurse practice registration information system.
