In recent years, especially since the "Thirteenth Five-Year Plan" period, our Committee has strengthened the top-level design, focused on shortcomings and weak links, and continued to promote the work related to hospice care, with remarkable results.

Two. Reply to the recommendations made

(A) on improving traditional morality. In 20 19, our Committee and the National Development and Reform Commission and other eight departments issued the Guiding Opinions on Establishing and Perfecting the Health Service System for the Elderly, proposing to strengthen publicity and education for the public, incorporate life education into the health curriculum of primary and secondary schools, and promote the concept of hospice care to be widely recognized and accepted by the society. In recent years, in the process of carrying out hospice care service, our commission has also carried out life education for the public, especially for critically ill patients and their families, in order to raise the awareness of the whole society on the necessity of carrying out hospice care service and improve the social recognition and acceptance of hospice care service.

(2) Formulation of laws and regulations related to hospice care. At present, there are no laws and regulations related to hospice care in China. On 20 17, our Committee issued the Practice Guide of Hospice Care (Trial), which clearly defined that hospice care practice should be carried out with the dying patients and their families as the center and multidisciplinary cooperation. (3) Encourage the society to set up hospice care institutions. 20 19 Our Committee issued the Notice on Strengthening Elderly Care Services, clearly proposing to support and guide social forces to organize large-scale and chained hospice care centers. In accordance with the relevant provisions of the basic medical insurance, including the insured receiving hospice care services, drugs in the medical insurance drug list in designated medical institutions, and medical services that are closely related to treatment and conform to the principles of diagnosis and treatment, safety and effectiveness, and appropriate expenses. , can be included in the medical insurance reimbursement according to regulations. In addition, at the national level, it is clear that the medical expenses of family beds incurred by insured persons who meet the admission criteria are paid by the fund according to regulations. (4) Sources of raising funds through multiple channels. At present, the central infrastructure investment has set up a special project to actively deal with the aging population. The direction of policy support mainly includes: First, further improve the service infrastructure conditions such as old-age care, promote the standardization and standardization of facilities, enhance the overall support capacity, and improve the level of old-age care services. Second, on the basis of "ensuring the basics and grasping the bottom line", we will continue to promote the effective supply of inclusive old-age services and gradually build an old-age service system that combines home community institutions with medical care and health care. Third, the next work objectives and plans

Our Committee will continue to improve and perfect the relevant standards and norms of hospice care, expand the supply of hospice care services, and improve the quality of life of the elderly and terminally ill patients. The National Medical Insurance Bureau will guide local governments to do a good job in all aspects of medical insurance, give full play to the triple system guarantee functions of basic medical insurance, serious illness insurance and medical assistance, and better protect the medical insurance rights and interests of all kinds of people. The Ministry of Education will encourage and support colleges and universities to actively adapt to the demand for high-quality professionals in the development of hospice care in China, offer courses related to death education and hospice care, guide and organize medical students to carry out hospice care volunteer service in a planned way, and lay a solid foundation for medical students to engage in hospice care after graduation. The Central Civilization Office will support and promote the development of voluntary service in terms of teams, posts, projects and mechanisms. At the same time, we will work with relevant departments and units to focus on developing voluntary services such as helping the elderly and medical care, increase training, and constantly improve professional skills to better meet the needs of the people.
