The counties (including county-level cities and districts, the same below), township (town) people's governments and sub-district offices within the scope of water source protection are responsible for the work related to water source protection within their respective jurisdictions.
Villagers' committees and residents' committees within the scope of water source protection shall assist in water source protection. Article 5 The people's governments of cities and counties where water sources are located shall be responsible for the unified supervision and management of water pollution prevention and control within their respective administrative areas.
Water conservancy, development and reform, public security, finance, natural resources, housing and urban construction, civil affairs, transportation, agriculture and rural areas, forestry and grassland, health, industrial information, culture, tourism, radio and television and other departments shall, according to their respective responsibilities, do a good job in water source protection.
The Municipal People's Government shall be clearly responsible for the daily management of drinking water sources in Jinling Reservoir. Article 6 The Municipal People's Government shall establish a target responsibility system and an assessment system for water source protection, and incorporate the completion of water source protection targets into the assessment of relevant departments and county people's governments where water sources are located and their responsible persons. Article 7 The people's governments of cities and counties where water sources are located shall establish a compensation mechanism for water source ecological protection, protect and improve the ecological environment of water source protection areas, and promote the coordinated development of water source protection areas and other regions. Chapter II Protection Measures Article 8 Water source protection areas are divided into first-class protection areas and second-class protection areas.
The specific scope of the first-class protected area and the second-class protected area shall be delineated according to the scope approved by the provincial people's government.
According to the needs of water source protection, a certain area shall be designated as the quasi-protected area outside the water source protection area, and the specific scope shall be announced to the public after being approved by the provincial people's government. Article 9 In addition to the relevant prohibitive provisions of laws and regulations, activities in water source protection areas and quasi-protection areas shall also comply with the following provisions:
(a) in the two protected areas, the following acts are prohibited:
1. Disposal of domestic garbage;
2. Stacking and storing chemical raw materials, dangerous chemicals, mineral oils and toxic and harmful substances, dumping and stacking industrial solid wastes and other toxic and harmful wastes;
3. Set up docks for loading and unloading garbage, oil and other toxic and harmful substances;
4. Construction of livestock manure drying field;
5. Develop real estate;
6. Apply highly toxic and residual pesticides.
(two) in the first-class protected areas, the following acts are prohibited:
1. Build, rebuild and expand oil depots;
2. Stocking livestock and poultry;
3. Newly built, rebuilt or expanded docks, passing ships, rafts or other self-made tools do not need water supply or water source protection;
4. Agricultural cultivation;
5. Use chemical fertilizers and pesticides;
6. Discharge garbage, feces and other wastes that may pollute water sources;
7. Establish cemeteries and bury animal carcasses;
8. Washing clothes or other daily necessities in water;
9. Organize water training, camping and catering.
Acts prohibited in the second-level protected areas are also prohibited in the first-level protected areas. Tenth vehicles transporting dangerous chemicals, hazardous wastes and other toxic and harmful substances are strictly prohibited from entering the water source protection area without authorization; If it is really necessary to enter, it shall be reported to the public security organ of the Municipal People's Government for approval. Transport vehicles should be clearly marked, and effective measures should be taken to prevent overflow, leakage and diffusion. Chapter III Supervision and Administration Article 11 The Municipal People's Government shall establish a communication and coordination mechanism to prevent cross-city water pollution.
City, county and township (town) people's governments shall, in accordance with the provisions of the national and provincial long-term work of rivers (lakes and reservoirs), do a good job in water resources protection, shoreline management, water pollution prevention, water environment management and water ecological protection of Jinling Reservoir and its rivers. Twelfth Municipal People's Government shall strengthen the construction of grid environmental supervision system in water source protection areas, and implement the main responsibility of environmental supervision in water source protection areas.
The municipal and county people's governments shall establish a multi-sectoral joint law enforcement mechanism, regularly carry out law enforcement inspections, and timely discover, stop and deal with acts that affect the safety of water sources. Thirteenth city and county people's governments in charge of ecological environment should regularly monitor the water quality of water sources, and expand the monitoring scope, increase the monitoring frequency and projects in special periods such as sudden water pollution incidents. Fourteenth reservoir management units shall do the following water source protection and management work:
(a) with the ecological environment and other departments to rationally arrange the water quality monitoring points in the reservoir area;
(two) to strengthen the protection and management of water supply engineering facilities in the reservoir area and within the scope of management;
(three) the daily inspection and cleaning of the reservoir;
(four) to discourage and stop the destruction of water sources and water supply engineering facilities, geographical landmarks, warning signs and isolated protection facilities in protected areas and other illegal acts according to law, timely report and assist relevant departments to investigate and deal with them;
(five) to strengthen the daily management of the land that has been handed over after returning farmland to prevent re-cultivation.
