Is the health certificate for traveling abroad the same as that for working abroad?

Just traveling abroad, you generally don't need to provide a health certificate unless the country you want to go to has special regulations. I haven't heard that you need to provide a health certificate to travel abroad. If you are studying abroad, working abroad or immigrating overseas, you generally need to provide a health certificate. In the same country, the medical requirements for foreigners are the same, such as studying abroad, working abroad and emigrating overseas. Different countries have different requirements for health certificates.
