Background of Jingjiang Park in Jiangyin Economic Development Zone, Jiangsu Province

The background of the establishment of the park is the common development of Jiangyin and Jingjiang. On February 6, 2003, Jingjiang City and Jiangyin City signed the Agreement on Establishing Jingjiang Park in Jiangyin Economic Development Zone. This indicates that Jingjiang and Jiangyin have made substantial progress in the implementation of cross-strait joint development, and have taken the first step of great innovation significance to break the boundaries of administrative divisions and seek the common development of the Yangtze River Delta.

The great river naturally draws two geographical concepts of southern Jiangsu and northern Jiangsu, and it has also become a watershed between two cultural regions and economic regions. Southern Jiangsu inherited the richness and exquisiteness of wuyue civilization. Today, with the reform and opening up and the development of market economy, it is indeed one step ahead and superior in technology. However, most areas in northern Jiangsu are far behind southern Jiangsu because of their backward foundation, remote geography and backward concepts. In this regard, although located in northern Jiangsu, Jingjiang people who are inextricably linked with southern Jiangsu will inevitably look to southern Jiangsu again and again with complicated feelings. According to historical records, Jingjiang was almost always under the jurisdiction of Jiangyin before the county was established. In the seventh year of Chenghua in the Ming Dynasty (147 1), Jingjiang was still a county until the late 1920s, and it still belonged to Changzhou with Jiangyin. Most dialects and customs in Jingjiang area are similar to Jiangyin, which can be described as "geographical proximity and cultural blind date", and the people of the two places have a very strong sense of cultural identity.

1999 The completion and opening to traffic of Jiangyin Bridge not only inspired Jingjiang people's "Southern Jiangsu Complex" again, but also inspired Jingjiang people's great ambition to "drive southern Jiangsu to a well-off society". According to the grand urban development plan, the party and government leaders in Jingjiang led the people of the city to speed up the construction of "one city, one district and one belt". In just over two years, Jingjiang has basically completed the standardization construction of Libai River embankment, widened and hardened the highway along the Yangtze River, and initially started the road, wharf and storage projects in the development zone along the Yangtze River, laying a certain foundation for the development of the economic belt along the Yangtze River. Limited by financial resources, there are still 40 kilometers of Jingjiang Baili Yangtze River coastline to be developed urgently.

Jiangyin, separated by a river, has long been a national first-class open port after years of development along the river. There are many docks and enterprises along the Yangtze River in Jiangyin, and the 35-kilometer-long coastline resources of the Yangtze River are almost exhausted. Moreover, Jiangyin achieved a GDP of 36.5 billion yuan in 2002, five times that of Jingjiang, and its fiscal revenue ranked first in Jiangsu Province for three consecutive years. There are 79 industrial enterprises with profits and taxes exceeding 10 million yuan, and there are listed companies 10.

Jiangyin has the desire to expand outward, and Jingjiang has the desire to attract investment. The wave of regional economic development is impacting the old system and calling for thinking innovation. The strong attraction of market economy is affecting the rational allocation and flow of market elements. The gap of economic development and the contrast of coastline utilization undoubtedly put cross-strait cooperation on the important agenda of the leaders of the two places. Historical origin and cultural identity make many Jingjiang people optimistic. On June 5th, 20001year and February, 15, Jingjiang and Jiangyin took the initiative to break the boundaries of administrative divisions, established the "Development Promotion Association along the Yangtze River", and planned the "New Materials Industrial Park along the Yangtze River" covering an area of 10 square kilometers along the jiangbei coast, reaching a specific intention of joint development. Hui Liangyu, then secretary of jiangsu provincial party committee, said after hearing the news that the move was "a good attempt to break the geographical division and administrative division and form a harmonious development and prosperity with interests as the link." Appreciate that this is "a brilliant and enlightened move, which in itself is a major innovation."

Subsequently, Jingjiang and Jiangyin established a regular exchange and consultation system, and Jingjiang sent two batches 10 cadres at or above the deputy division level to Jiangyin for on-the-job training; Jiangyin government officials introduced the heads of Korean businessmen, Taiwanese businessmen, Hong Kong businessmen and eight listed companies in Jiangyin to visit Jingjiang. In order to coordinate and link up Jiangyin's development plan along the Yangtze River, Jingjiang compiled and revised Jingjiang's development plan along the Yangtze River, and planned the storage dock area, the bridge tourist area, the new material industrial park and the heavy chemical industrial park along the Yangtze River, with a reasonable division of labor and misplaced development with Jiangyin. In April 2002, the two cities signed the Agreement on Port Opening Cooperation, which brought Jingjiang Port into the management scope of Jiangyin Port and made full use of the approved port opening resources in Jiangyin. Yangzi Bridge Co., Ltd. also decided to invest seven city buses for cross-strait passenger transport to facilitate the exchange and communication between the people of the two places. On August 8, 2002, Jiangyin and Jingjiang shook hands again, signed a memorandum on the joint development of Jingjiang Park in Jiangyin Economic Development Zone, and held consultations on the site selection planning, industrial layout and development form of the park.

While the governments of the two places are making active efforts, some entrepreneurs in Jiangyin seized the favorable opportunity and turned their eager eyes to Jingjiang on the other side. On March 3, 2002, the 30,000-ton oil terminal of Jiangsu CNPC Refined Oil Storage and Transportation Co., Ltd. with an area of 1.20 mu and an investment of1.200 million yuan started construction. Jiangsu Changbo Investment Co., Ltd. has decided to shift its development focus to Jingjiang in an all-round way, and complete the acquisition and integration of Jingjiang Jiuwei automobile ferry within five years, and build a 10,000-ton berth and logistics terminal. It is estimated that the total investment will be 300 million yuan. Jiangsu Liang Shuang Group purchased 65.438 million mu of land in Jingjiang, which will be used for development along the Yangtze River. Enterprises such as Changjiang Shipyard and Jiangsu Sumeida Ship Engineering Co., Ltd. have also invested in crossing the river. With the joint development of the two places, the enthusiasm of enterprises for development is unprecedented. By the end of 2002, Jiangyin had invested more than 300 million yuan in Jingjiang area along the Yangtze River. Jingjiang undoubtedly benefits from the "hand in hand" cross-river action in the ascendant!

On February 15, 2003, the Agreement on Establishing Jingjiang Park in Jiangyin Economic Development Zone was formally signed. The agreement is clear: Jingjiang Park in Jiangyin Economic Development Zone is located in Bawei Town, west to Xiasiwei Port and east to Laoshiwei Port. The overall planning is about 60 square kilometers, and the first phase is 8.6 square kilometers. The park is carried out in accordance with the principle of "unified planning, step-by-step implementation, government promotion, market operation, closed operation and rolling development". Jiangyin Economic Development Zone is responsible for economic affairs, and Jingjiang entrusts the park to manage social affairs. In the agreement, Jiangyin Municipal People's Government promised not to collect investment income from the park within ten years, and all the income of the investment company, including taxes, will remain in Chengdu for rolling development in the park. Jingjiang Municipal People's Government promised not to charge any fees for the park for ten years.

532 years ago, there lived a "big family" in Jiangyin, Jingjiang. After 532 years, the signing of Jingjiang Garden closely linked Jingjiang and Jiangyin. Jingjiang and Jiangyin took the lead in signing the cross-river linkage development agreement of the whole province. This groundbreaking move is conducive to cross-strait resource integration, complementary advantages and common development, and is conducive to Jingjiang's leverage, dislocation and innovative development. It is Jingjiang's historical choice to seize the opportunity and accelerate its development. Undoubtedly, it will greatly promote Jingjiang's development along the Yangtze River, the city's southward migration and the great economic development, and realize Jingjiang people's "Jiangnan Dream" at an early date.

After signing the contract, a Jingjiang city leader deeply recited a poem by the poet Zhu Genxun, entitled "Starting the Linkage Development of Jiangyin and Jingjiang in Songtou River":
