Three Principles of the Measures for the Administration of Student Status of Primary and Secondary School Students

The "Measures" have established three basic principles and three internal system logics of student status management.

One is provincial overall planning and territorial management. The management of primary and secondary school students' status is an important part of basic education management. According to the Compulsory Education Law, under the leadership of the State Council, compulsory education is planned and implemented by the people's governments of provinces, autonomous regions and municipalities directly under the Central Government, with the county-level people's government as the main management. The basic education proposed in the State Council's decision on the reform and development of basic education is under the leadership of the State Council, with local governments taking responsibility at different levels and counties as the main management system, taking full account of the actual situation and great differences in the management of student status in various places. The Measures clarify the principle of provincial overall planning and territorial management. The specific rights and responsibilities of education administrative departments at all levels and schools in the management of student status are clarified, and the provincial education administrative departments are required to formulate the detailed rules for the implementation of the Measures, and according to national laws and regulations and local conditions, the specific conditions and measures for various changes in student status of each school section are coordinated, but the management of student status information is unified throughout the country.

Second, one person has one certificate, and the certificate goes with others. Student status refers to a child's status as a student at school, and it is also a qualification for students to study at school. Students and schools constitute two basic elements of student identity. Under normal circumstances, every student should have a student status, corresponding to a school. The survey found that in some places, the regulations and management on the acquisition, change, loss, restoration and termination of student status are not strict enough, and there are problems such as one person with multiple nationalities, separation of nationalities, and statelessness of some people. In order to ensure the uniqueness of primary and secondary school students' enrollment status, the Measures stipulate that after the new students go through the admission procedures, the school will establish their enrollment status through the electronic student status system and apply for the enrollment number. The student registration number is unique in China and will remain unchanged for life. The rules for the generation of student numbers shall be formulated by the administrative department of education of the State Council. At the same time, it is stipulated that schools should not establish student status with false information and should not establish student status repeatedly. Schools and departments in charge of student status should make use of electronic student status system to check duplicates.

In order to ensure the authenticity of the contents of student status, record students' basic information and learning situation in time, ensure the timeliness and convenience of data update, and prevent students from "leaving without saying goodbye" in the original school and failing to register and count in the new school, the principle of "following people" is determined. In addition to ordinary schools to receive students from special schools to study in regular classes, special education schools and work-study schools, schools may not accept students who have not gone through the transfer formalities according to regulations.

The third is dynamic supervision and full tracking. An important role of student status management is to comprehensively and completely record students' growth experiences. In order to comprehensively record students' growth, the Measures, based on promoting the full implementation of quality education, designed the basic contents of students' status files, including not only the basic information of students' status, but also the report on students' comprehensive quality development (including academic examination information, sports skills and artistic expertise, participation in community services and social practice, etc.). ); Physical health test and physical examination information, vaccination information, etc. ; Reward information of students during their stay at school, information on enjoying bursaries, etc. In order to fully record the growth process of students, the "Measures" stipulates the methods and procedures for handling changes in student status, including normal changes (promotion to undergraduate and further studies) and abnormal changes (transfer, suspension, resumption of studies, leaving the country, dropping out of school and death); Although there is no direct reference to the changes of student status such as skipping, repeating grades, missing, etc., it has been reflected in the disposal requirements of students' student status information after the change. In order to take into account all kinds of students in the basic education stage, the Measures cover disabled students who study in regular schools, students in reform schools and special education schools, and also consider the management of foreign students and students from Hong Kong, Macao and Taiwan. In a word, the "Measures" try to build a comprehensive system that is cross-regional, runs through all aspects of basic education, dynamic supervision and full tracking.
