Safety production education and training plan

Strengthening the publicity, education and training of safety production, enhancing the safety awareness of the whole people and improving the technical quality of workers' safety production are the fundamental requirements for implementing Theory of Three Represents. This year is the "Year of Safe Production" designated by the State Council, which will usher in the 60th anniversary of the founding of New China. It is of great significance to organize safety education and training throughout the year to ensure safe production and strengthen supervision in the whole region. According to the provisions of the Measures for the Administration of Safety Training (Order No.20 of the State Administration of Work Safety), the requirements of the Eleventh Five-Year Plan of Safety Production Training of the State Administration of Work Safety and the overall deployment of safety production work in our region, the work plan of safety production education and training in the whole region in 2009 is specially formulated. I. Work Objectives In 2009, with the theme of "Caring for Life and Safe Development", the publicity and education activities on safety production were widely carried out to enhance the awareness of safe development of the whole society. It is necessary to basically form a safety training system and working mechanism that meet the requirements of safe production in our region; Realize the standardized management of safety production training in the whole region; The training area and intensity have been significantly increased, the safety quality and self-protection awareness of employees in production and business units have been significantly enhanced, and safety training has entered the track of sustained and healthy development. The specific objectives are: (1) focus on continuing education and training of relevant personnel in high-risk industries (non-coal mines, fireworks and dangerous chemicals) in the whole region, so that the training rate can reach 100% and they can take up their posts with certificates according to law. (2) Continue to organize the safety management knowledge training for the principals and safety management personnel of production and business units, and strive to achieve a training rate of over 90%. (3) Continue to organize safety knowledge training for township (town) and field heads and safety officers, with the training rate reaching 100%. (4) Continue to pay special attention to the safety knowledge training of special operators, and use multimedia teaching facilities to let migrant workers learn at any time, go out, please come in and train city people. (5) With the standardization of production safety and the development of "Four Ones" activities, the safety training for all employees of the enterprise runs through every link of the basic work of enterprise safety, strengthen the training contact with key industries and key enterprises, and strengthen the supervision of safety training for key industries and key enterprises. (6) Continue to pay special attention to the safety production training of migrant workers. In accordance with the spirit of "Opinions on Strengthening the Work Safety Training of Migrant Workers" (No.228 [2006] of the State Administration of Work Safety) jointly issued by seven ministries and commissions, we will further implement the work safety training of migrant workers in our region. (7) Actively complete the indicators of the safety training plan in 2009 issued by the Municipal Administration of Work Safety. Second, the first step is to implement the annual education and training plan. In view of the adjustment of some township leaders in charge of safety work and the needs of law enforcement by township safety administrators, we will continue to organize township (town) leaders, township safety leaders and safety office directors to carry out safety knowledge training and business experience exchange activities. Organize safety training for safety managers and safety officers at all levels by stages, strengthen safety training and education for employees in high-risk industries, special operators, new workers and famous agricultural workers, and improve the safety quality of all employees. In the whole year, 2000 employees were trained, including migrant workers 1000. The second is to strengthen the guidance and supervision of safety training for key industries and key enterprises. Strengthen the safety training and special inspection of electric power, construction and petroleum industries with certificates, and urge their responsible persons, safety management personnel and special operations personnel to work with certificates according to law. Third, take the cases of production safety accidents as warning materials, take the laws, regulations, policies and safety knowledge of production safety as the main contents, actively cooperate with the Municipal Safety Committee and the Municipal Safety Supervision Bureau to open a special edition of Xiaogan Evening News, and publicize the knowledge of production safety through newspapers, radio, television, internet, short messages, exhibition boards, wall newspapers, manuals and other forms to improve the safety awareness of all employees. Fourth, in June, we went all out to do a good job in the eighth "Safety Production Month" in China. Focusing on the theme of "Caring for Life and Developing Safely" determined in this year's publicity month, cadres and workers of various enterprises in the whole region were widely mobilized to participate in mass activities such as "ankang cup" safety knowledge contest and anti-"three violations", and the "five advances" activities of safety publicity were further extended to organs, enterprises, communities, schools and rural areas, and the common sense of safety production was vigorously popularized. The fifth is to guide enterprises to extensively carry out safety culture construction activities, and cultivate and establish a number of enterprise safety culture benchmark enterprises. Continue to support Vida (Hubei) Paper Company and other enterprises to carry out the typical practice of safety production culture construction, actively promote exchanges and widely carry out typical publicity, create a safety culture atmosphere for enterprises, and play a good guiding role. Sixth, carefully build the information network platform of safety production in our region and speed up the construction of electronic management of safety production. Further improve the safety production portal website opened in Xiaonan District, the electronic webpage for the examination and approval of safety production administrative license, the safety supervision and hazard source management information system, realize the interaction of safety production information resources in the whole district, and form a rapid, convenient and efficient safety production information system.
