The immigration policy of the National Health Commission is as follows:

1. For the entry personnel, it is adjusted from "7-day centralized isolation +3-day home health monitoring" to "5-day centralized isolation +3-day home isolation". During this period, they are managed by codes and are not allowed to go out. After the entry personnel are quarantined at the first entry point, the destination shall not be quarantined again. Perform 1 nucleic acid detection on 1, 2, 3 and 5 days of centralized isolation medical observation and 1 nucleic acid detection on 1 and 3 days of home isolation medical observation;

2. Cancel the fuse mechanism of inbound flights, and adjust the negative certificate of two nucleic acid tests within 48 hours before boarding to the negative certificate of 1 nucleic acid tests within 48 hours before boarding;

3. For close contacts, adjust the management measures of "centralized isolation for 7 days+home health monitoring for 3 days" to "centralized isolation for 5 days+home isolation for 3 days", and implement code management during this period, and do not go out. Perform 1 nucleic acid detection on 1, 2, 3 and 5 days of centralized isolation medical observation and 1 nucleic acid detection on 1 and 3 days of home isolation medical observation;

4. Adjust the risk area from "high, medium and low" to "high and low" to minimize the number of management personnel. In principle, the areas where infected people live, workplaces and activities with frequent activities and high risk of epidemic spread are designated as high-risk areas, which are generally designated by units and buildings and may not be expanded at will; Other areas in counties (cities, districts and banners) where high-risk areas are located are classified as low-risk areas. No new infection cases were found in the high-risk area for 5 consecutive days, and it was reduced to the low-risk area. High-risk areas that meet the conditions for unsealing should be unsealed in time;

5, timely and accurately determine the close contact, no longer determine the close contact;

6. Generally, all nucleic acid tests are not carried out according to the administrative region, and only when the source of infection and transmission chain are unclear and the community transmission time is long. Formulate specific implementation measures to standardize nucleic acid detection, reiterate and refine relevant requirements, and correct unscientific practices such as "two inspections a day" and "three inspections a day".

The main responsibilities of the Health and Wellness Committee:

1. Implement the national and provincial health laws, regulations, principles and policies, draw up the development plan and annual plan of the whole region, and organize the implementation, inspection and supervision. Coordinate the allocation of health resources and informatization construction in the whole region, and guide the preparation and implementation of health planning in the whole region. Organize the formulation and implementation of policies and measures to promote the equalization, generalization and convenience of basic public health services and the extension of public resources to the grassroots;

2. Responsible for the coordinated promotion of healthy Jiangdu, study and put forward policy suggestions, system measures and division of responsibilities for the construction of healthy Jiangdu and coordinate their implementation. Coordinate the health promotion and health services in the whole region;

3, coordinate and promote the deepening of medical and health system reform, in conjunction with the relevant departments to study and put forward policies and measures to deepen the reform of medical and health system and objectives and tasks. Organize the implementation of the national drug policy and the basic drug system. Organize and promote the comprehensive reform of public hospitals, promote the separation of management and operation, promote the construction of modern hospital management system, promote the construction of medical and health institutions management system, formulate and organize the implementation of policies and measures for the diversification of health public service providers and ways to provide health services. Establish a public welfare-oriented performance evaluation operation mechanism and build a harmonious doctor-patient relationship;

4, the implementation of national laws and regulations on traditional Chinese medicine, formulate and organize the implementation of traditional Chinese medicine development planning, policies and measures, and incorporated into the overall planning and objectives of health development in the region. Responsible for guiding and managing the work of traditional Chinese medicine and integrated traditional Chinese and western medicine in the whole region, and promoting the inheritance, innovation and development of traditional Chinese medicine;

5, responsible for disease prevention and control planning, immunization planning, take intervention measures and organize the implementation of public health problems that seriously endanger people's health, formulate public health emergencies and emergency medical rescue plans, public health emergencies monitoring and risk assessment plans, organize and guide the prevention and control of public health emergencies in the whole region and medical and health rescue of various public health emergencies;

6. Organize to formulate and coordinate the implementation of policies and measures to deal with the aging population in the whole region, and be responsible for promoting the construction of the elderly health service system and the combination of medical care and nursing in the whole region;

7, to carry out drug monitoring, clinical comprehensive evaluation and drug shortage warning. Responsible for the supervision and management of medical services in medical institutions, organize the implementation of national and provincial management norms on medical institutions and medical personnel, medical services, medical technology, medical quality and blood collection and supply, and organize supervision, inspection and evaluation. Responsible for the management of medical rescue work in the whole region. Establish a medical service evaluation and supervision system for medical institutions. Formulate and implement professional ethics norms and systems, and carry out professional ethics education;

8 organize the implementation of health administrative law enforcement, improve the comprehensive health supervision system, and promote the construction of health credit system in the whole region. Organize the implementation of policies related to occupational health and radiation health, and organize occupational disease monitoring, special investigation, occupational health risk assessment and occupational population health management;

9. Be responsible for the management and service of family planning in the whole region, strengthen the guidance of grassroots fertility services, complete the tasks related to population development planning, promote the gender balance and prenatal and postnatal care of the birth population, and improve the quality of the birth population. Responsible for the implementation of family planning special difficulties to help and promote the development of family planning and other mechanisms.
