Article 21 of the Law on the Prevention and Control of Occupational Diseases, the employing unit shall take the following measures for the prevention and control of occupational diseases:

(a) to set up or designate an occupational health management institution or organization, with full-time or part-time occupational health management personnel to be responsible for the prevention and control of occupational diseases in the unit;

(2) Formulating occupational disease prevention and control plans and implementation plans;

(three) to establish and improve the occupational health management system and operating procedures;

(four) to establish and improve the occupational health files and workers' health monitoring files;

(five) to establish and improve the monitoring and evaluation system of occupational hazard factors in the workplace;

(six) to establish and improve the emergency rescue plan for occupational disease hazards.

Interim Provisions on the Supervision and Administration of Occupational Health in Workplaces;

Eleventh production and business units with occupational hazards shall establish and improve the following occupational hazard prevention and control systems and operating procedures:

(1) Responsibility system for prevention and control of occupational hazards;

(2) Occupational hazard notification system;

(3) Occupational hazard declaration system;

(4) Occupational health publicity, education and training system;

(five) the system of maintenance and repair of occupational hazard protection facilities;

(six) the management system of protective equipment for employees;

(seven) the daily monitoring and management system of occupational hazards;

(eight) the management system of occupational health monitoring files for employees;

(9) Operating rules for post occupational health;

(10) Other occupational hazard prevention and control systems stipulated by laws, regulations and rules.

The occupational health management system that an enterprise should establish should at least include 13 (12+ 1):

(1) Responsibility system for prevention and control of occupational hazards;

(2) The system of warning and informing about occupational hazards;

(3) A declaration system for occupational hazards;

(4) The system of publicity, education and training for occupational disease prevention and control;

(five) the system of maintenance and repair of occupational hazard protection facilities;

(six) labor protection expenses and labor protection supplies management system;

(seven) the detection and evaluation system of occupational hazard factors;

(eight) the "three simultaneities" management system of occupational health in construction projects

(nine) the management system of occupational health monitoring files for employees;

(10) occupational hazard emergency management system

(eleven) occupational hazard accident management system.

(12) Operating rules for occupational health in posts;

(thirteen) other occupational hazard prevention and control systems as prescribed by laws, regulations and rules. (This is not formulation but collection, that is, collection of laws and regulations, local government regulations, etc. ) legal basis.
