Shaoyang rural cleaning regulations

Article 1 In order to improve the living environment, build beautiful countryside and promote rural revitalization, these Regulations are formulated in accordance with relevant laws and regulations and in light of the actual situation of this Municipality. Article 2 These Regulations shall apply to all villages in this Municipality that are not included in the comprehensive urban management area.

The term "rural cleaning" as mentioned in these Regulations refers to the activities of putting, cleaning, collecting, transporting and treating rural domestic garbage and other wastes, and collecting and treating sewage. Article 3 The people's governments of cities and counties (cities, districts) shall strengthen the leadership of rural cleaning work, incorporate rural cleaning work into the national economic and social development plan, determine the governance objectives, and improve the supervision, assessment, incentive and restraint mechanisms.

County (city, district) people's governments shall formulate implementation plans and specific measures for rural cleaning work, be responsible for the treatment of rural domestic garbage, and urge and guide townships (towns) and streets to carry out rural cleaning work.

Township (town) people's government, street offices are responsible for the daily management of rural cleaning in this area, responsible for the transfer of rural domestic garbage, supervise and guide the village (neighborhood) committees to carry out rural cleaning work. Fourth people's governments at or above the county level shall be responsible for the overall coordination, guidance, supervision and management of rural cleaning work.

Other relevant departments of the people's governments at or above the county level shall do a good job in rural cleaning in accordance with their respective responsibilities. Fifth village (neighborhood) committees shall formulate rural cleaning management system through village regulations and residents' conventions, and implement the rural cleaning responsibility system; Organize village (neighborhood) people and units to carry out garbage cleaning, classification, delivery, collection and other work; Persuade and stop the destruction of rural sanitation; Assist the township (town) people's government and street offices to do a good job in rural cleaning in this region. Article 6 Villagers (residents) are responsible for the cleaning of courtyards, front and back houses, contracted land, forests and ponds in their residential areas; The unit is responsible for the cleaning and cleaning of places within its management scope; Village (neighborhood) committees are responsible for the cleaning of village roads, squares, ditches, streams and other public areas.

The organizers shall promptly clean up the garbage generated by festivals, cultural activities, celebrations and funerals.

Encourage village (neighborhood) committees to carry out cleaning work appraisal and commendation activities. Seventh city, county (city, district) people's government should establish a diversified investment mechanism of rural clean funds led by the government, invested by village (community) collective economic organizations, paid by beneficiaries and participated by social funds.

City, county (city, district) people's governments should strengthen the integration of agricultural funds, increase financial input for rural cleaning, and incorporate rural cleaning funds into the fiscal budget of the government at the corresponding level. Rural clean funds include rural clean infrastructure construction, management and protection, operation and domestic waste transfer and treatment.

The village (neighborhood) committee may, according to the decision of the village (neighborhood) people's meeting, appropriately raise the expenses required for rural cleaning from the local village (neighborhood) people and units, and report to the township (town) people's government or the subdistrict office for the record. The cost standard should be reasonably determined by considering the level of economic and social development, the affordability of villagers (residents), the cleaning cost and the nature of the unit, the amount of garbage generated and other factors. The funds raised are only used for rural cleaning and sanitation, and the income and expenditure are made public on a regular basis, subject to the supervision of the village (neighborhood) people and units.

Encourage citizens, legal persons and other organizations to participate in rural cleaning work in various ways such as donation, sponsorship and voluntary service. Article 8 The people's governments of cities and counties (cities, districts) shall organize relevant departments, township (town) people's governments and sub-district offices to carry out various forms of rural cleaning publicity and education activities and mass health activities, enhance the public's awareness of the reduction, classification, recovery and harmless treatment of domestic garbage, eliminate the harm of pests such as rodents, mosquitoes, flies and cockroaches, and advocate a green, civilized and healthy lifestyle.

The education department shall organize all kinds of rural schools in this area to carry out activities such as rural clean common sense education and practice.

Radio and television, newspapers, internet and other media should strengthen the public welfare propaganda of rural cleanliness and hygiene.

Village (neighborhood) committees shall publicize rural cleaning work through radio, billboards, cultural and recreational activities and other popular forms. Ninth any unit or individual has the right to stop, report and complain about acts that undermine rural cleanliness.

County (city, district) people's government shall establish a corresponding complaint reporting system and announce the contact information of complaints to the public. The relevant departments and units shall, after receiving complaints, deal with them in a timely manner. Tenth city and county (city, district) people's governments shall, in accordance with legal procedures and relevant technical specifications, build and improve rural garbage collection, transfer and treatment facilities and township sewage treatment facilities, do a good job in the daily maintenance of rural cleaning facilities, and ensure their normal operation.

City, county (city, district) people's governments should strengthen regional overall planning and integrated management of urban and rural areas, and accelerate the construction of compressed waste transfer stations, domestic waste incineration power plants and other places.

City, county (city, district) people's governments and relevant departments shall disclose relevant information such as planning, site selection, construction, operation and supervision of centralized garbage disposal facilities according to law, improve the public participation mechanism, and provide convenience for citizens, legal persons and other organizations to participate and supervise.

No unit or individual may occupy or destroy rural cleaning facilities, and shall not prevent or hinder the construction or operation of rural cleaning facilities.
