Administrative Measures for Preventive Health Examination (revised in 20 10)

Chapter I General Provisions Article 1 In order to strengthen health supervision and management and ensure the quality of preventive health check-ups, these measures are formulated in accordance with the provisions of the current relevant national health laws and regulations. Article 2 Preventive health examination refers to the health examination before, during and during the post of employees engaged in the production and operation of food and drinking water, those directly engaged in the production of cosmetics, those who directly serve customers in public places, hazardous workers, radiation workers and school students in accordance with relevant national health laws and regulations. Article 3 The preventive health examination shall be managed by the health administrative department of the provincial government in a unified way, and the health administrative departments at all levels shall be responsible for the preventive health examination within their respective jurisdictions. Chapter II Management of Units Article 4 Medical and health institutions undertaking preventive health check-ups may only carry out preventive health check-ups within the designated scope after examination and approval by the health administrative department of the government. Fifth health inspection units should set up waiting rooms, laboratories, archives and bathrooms, and equipped with corresponding instruments and equipment; Have a sound routine working procedure such as clinical examination, laboratory examination, X-ray examination and file management; Strictly implement the disinfection and isolation system and various medical technology operating specifications. Article 6 The health examination unit shall, according to the objects and contents of the health examination, determine the corresponding professionals to participate in the preventive health examination. The director should be a professional with the attending (management) medical (technical) division or above or the corresponding title. Seventh health examination units shall not arbitrarily increase or decrease the items and frequency of health examination. Must accept the professional guidance of higher professional institutions and the comprehensive supervision and management of quality control and technical assessment of health supervision institutions. Report the preventive health examination to the health supervision institution regularly every year, and do a good job in reporting and statistics of epidemic situation and occupational diseases according to regulations. Eighth preventive health examination staff must abide by the law, abide by medical ethics, be impartial, honest and self-disciplined. Article 9 The administrative departments of governments at all levels shall conduct a comprehensive inspection of the preventive health inspection work of the units undertaking preventive health inspection in the local area every year. Chapter III Work Procedures and Contents Article 10 Health supervision institutions at all levels shall formulate work plans for preventive health examination. Eleventh units under inspection shall submit the list of inspected personnel to the health supervision institutions in accordance with the regulations, and be responsible for establishing personal health records. Article 12 The health examination undertaking unit shall arrange the health examination according to the list of the inspected personnel determined by the health supervision institution and the specified items. The specific health examination work shall be carried out in accordance with the relevant national technical specifications. Thirteenth health inspection units shall submit the original records and health inspection results of the inspected personnel to the health supervision institutions. Fourteenth health supervision institutions shall, according to the results of health examination, issue health certificates to those who pass the preventive health examination. Put forward opinions on handling unqualified personnel and supervise their implementation. The original materials shall be submitted to the inspected unit or the designated filing unit for filing. Fifteenth health supervision institutions shall summarize and analyze the preventive health examination within their respective jurisdictions every year, and timely submit it to the local health administrative department and the health supervision institutions at higher levels. Article 16 Contents of preventive health examination:

(a) engaged in food and drinking water production and management personnel, cosmetics production personnel, personnel who directly serve customers in public places, mainly check viral hepatitis A, viral hepatitis E, dysentery, typhoid fever, active tuberculosis and skin diseases.

(2) Occupational contraindications, occupational diseases and occupational diseases are mainly checked for hazardous workers and radiation workers.

(three) mainly check the growth and development of students, health status, as well as common diseases, infectious diseases and endemic diseases.

(four) the relevant health laws and regulations have other provisions on the contents of preventive health examination, which shall be implemented in accordance with relevant laws and regulations.

(five) according to the actual situation, if the specific items of preventive health examination really need to be increased or decreased, it must be reported to the health administrative department of the government of the province, autonomous region or municipality directly under the Central Government for approval before it can be carried out. Seventeenth preventive health examination frequency in accordance with the provisions of the corresponding health laws, regulations or rules. Eighteenth health examination units in accordance with the relevant provisions of the state and local governments to collect health examination fees, shall not arbitrarily raise the fees, it is strictly prohibited to collect fees. Chapter IV Supplementary Provisions Article 20 If preventive health examination is carried out within the scope stipulated in Article 2 of these Measures without the examination and approval of the administrative department of public health of the government, the administrative department of public health shall order it to stop the physical examination activities and confiscate its illegal income.
