Can a doctor get a health certificate without asking for medical records?
I can't. According to the regulation of inquiring about health certificate, health certificate refers to the certificate of preventive health examination, which proves that the examinee has the health quality stipulated in this major. Health certificate refers to the pre-post, pre-post and age-appropriate health examination for personnel engaged in food and drinking water production and management, personnel directly engaged in cosmetics production, personnel who directly serve customers in public places, hazardous workers, radiation workers and school students according to the provisions of national health laws and regulations. People with infectious diseases can't get health certificates, such as dysentery, which is a common infectious disease. There are also some diseases, such as typhoid fever, infectious skin diseases, tuberculosis, infectious pneumonia, measles, chicken pox, Japanese encephalitis, epidemic bleeding and so on. So the doctor can't prove it without asking about the medical records.
