Therefore, the author talks about the problems and difficulties existing in the hotel industry at present, and strengthening the public security control of the hotel industry plays an extremely important role in putting an end to and reducing illegal and criminal acts.
First, the current problems and difficulties in the public security management of the hotel industry
(A) the check-in registration system is difficult to implement.
First, the passenger information input is not standardized. In particular, some hotel employees can't operate and use computers, which can't meet the needs of real struggle and is difficult to manage.
(2) It is difficult to control the security of public security management.
Some hotels in the jurisdiction unilaterally pursue economic benefits and try to exchange the minimum investment for the maximum income. Some of these hotels are set up in residential areas, converted from ordinary houses, or privately built. Most of them are run by family members themselves. A few homeowners rent out their houses, and renters transform them into small hotels to stay. In some "family-style" hotels, hotel legal persons go out to work during the day and are taken care of by the elderly or other people at home. Guests can check in after paying. Truthful registration and preventive measures are almost absent, the identity of residents is unknown, and criminals are easy to mix in, which brings difficulties to management.
Second, the reasons for the problems
(1) Pursuing economic interests. Most small hotels are at a disadvantage in the fierce market competition because of low investment, simple decoration and outdated facilities, so they try their best to find other ways to make up for it. In order to retain tourists, they completely forgot the registration and verification system and did not carefully check the valid identity documents of passengers. In order to pursue profits, hotel owners accommodate criminals and provide opportunities for criminals.
(2) Weak legal awareness. A few hotel owners and employees don't know what laws and regulations they need to abide by and what responsibilities they need to bear in the hotel industry, and think that complete licenses are legal operations; Some owners and employees know the provisions of laws, regulations and systems, are afraid of trouble, take chances and do not register for verification; A few owners and employees think that the daily management of the public security organs affects the operation of the hotel industry, does not cooperate with the inspection and management of the public security organs, and even takes an antagonistic attitude with the public security organs. (3) The quality of managers is low. Some newly recruited front desk staff in hotels have not been trained in operation, and these staff lack relevant business knowledge and computer operation skills, which affects the implementation of real-name registration system.
(D) Department supervision is relatively weak. First, a few policemen don't know themselves well enough. On the basis of hierarchical management, the hotel industry regularly carries out public security credit rating. According to the public security management status and standardized operation degree of the hotel industry, it was awarded "qualified", "basically qualified" and "unqualified" respectively. Give economic rewards to hotels rated as "qualified"; Hotels assessed as "basically qualified" and "unqualified" will be given warnings, fines, ordered to suspend business for rectification, and revoked special trade licenses as appropriate. Through the hierarchical management and evaluation of the hotel industry, the enthusiasm of the majority of business households is fully mobilized, and they are urged to consciously standardize their operations, so as to achieve dynamic and effective management of the public security situation of the hotel industry and quality and quantity management.
(2) Strengthen the service and management of hotels. First, we should educate our police to firmly establish the idea that public security organs are not only managers, but also service providers. In the daily management of the hotel industry, we should also provide enthusiastic services to hotel owners, solve practical difficulties for them, strengthen emotional communication and contact, and guide and mobilize owners to support and cooperate with public security management. Therefore, it is necessary to adjust the training methods, shorten the training interval and improve the timeliness and effectiveness of the training effect. Third, do a good job in the construction and maintenance of the hotel public security management information system. The police in the responsible area should check the information input of hotels every day and conduct spot checks on hotels. At the same time, it is necessary to identify special system maintenance personnel in the hotel, and the public security organs should strengthen their training, education and business guidance to ensure the normal operation of the hotel industry information system and actively cooperate with the public security organs to do a good job in management.
(3) Intensify investigation and punishment, and crack down on all kinds of illegal and criminal acts according to law. First, seriously carry out net-pulling safety inspection. Especially for hotels with outstanding security risks, it is necessary to continuously check and make unremitting efforts to find problems in time, rectify them in time, correct them on the spot, and order them to correct them immediately; If it cannot be corrected on the spot, help the owner to study and formulate rectification measures and require correction within a time limit; Those who persist in rectification and highlight potential safety hazards will be resolutely investigated and dealt with in accordance with relevant regulations, and will never be soft. Through high-density safety inspection and strong punishment, hotel owners are urged not to operate illegally and dare not to operate illegally. Second, in line with the principle of "focusing on solving outstanding problems", we will further strengthen law enforcement and handling cases, severely crack down on illegal and criminal activities such as pornography, gambling and drugs in the hotel industry, and establish law enforcement authority. (4) Adjust the hotel industry structure and strictly control the quantity. There are too many small hotels at present.
