Longyan City implements the regulation of river length system.

Chapter I General Provisions Article 1 In order to promote and guarantee the implementation of the river length system, strengthen the protection and management of rivers and lakes, implement the territorial responsibility, improve the long-term mechanism and promote the construction of ecological civilization, these Regulations are formulated in accordance with the People's Republic of China (PRC) Water Law and other laws and regulations. "People's Republic of China (PRC) Water Pollution Prevention Law", "Fujian Water Resources Ordinance" and "Fujian Province to promote the construction of ecological civilization Ordinance", combined with the actual city. Article 2 These Regulations shall apply to the implementation of the long river system within the administrative area of this Municipality. Article 3 The term "river length system" as mentioned in these Regulations refers to the establishment of river length in the corresponding waters of rivers and lakes, which is responsible for organizing and leading the management, protection and governance of the corresponding waters, establishing and improving the responsibility system with the responsibility system of party and government leaders as the core, and constructing a mechanism with clear responsibilities, orderly coordination, strict supervision and strong guarantee.

Rivers and lakes mentioned in these Regulations include rivers (including rivers and streams) and lakes (including reservoirs and ponds). Article 4 To implement the river length system, we should adhere to the principles of party and government leadership, overall coordination, public participation, territorial management, strengthened supervision and strict assessment, promote the protection of rivers and lakes resources, waterfront management, water pollution prevention, water environment management and water ecological restoration, ensure the healthy life of rivers and lakes, and realize the sustainable utilization of their functions. Article 5 The people's governments at the city and county levels shall establish a linkage and law enforcement cooperation mechanism for the management and protection departments of rivers and lakes, and coordinate and urge the relevant administrative departments to do a good job in the management, protection and governance of rivers and lakes.

The people's governments at the city, county and township levels shall co-ordinate financial funds and include the funds for the work of the river length system and the funds for the government to purchase services into the financial budget.

The departments of ecological environment, water administration, housing and urban and rural construction, public security, agriculture and rural areas, natural resources, urban management, transportation, culture and tourism, industry and information technology, development and reform, finance, forestry, emergency management, health and health shall, within their respective functions and duties, do a good job in the management, protection and governance of rivers and lakes and implement the task of river length system. Article 6 Radio, television, newspapers and online media shall carry out publicity and education on the management and protection of rivers and lakes, encourage and guide citizens, legal persons or other organizations to actively participate in the management, protection and governance of rivers and lakes, volunteer as voluntary supervisors and social supervisors, provide voluntary services for the management, protection and governance of rivers and lakes, and create a good atmosphere for the whole society to jointly promote the river length system.

Encourage village (neighborhood) committees to make agreements on the management and protection of rivers and lakes by formulating village regulations and residents' conventions. Chapter II Management System Article 7 This Municipality shall establish a four-level river length system for cities, counties, townships and villages according to administrative regions and river basins.

The city and county levels are set up with total river length and deputy river length, and the municipal river lengths are set up in Longyan section of Minjiang River Basin, Longyan section of Tingjiang River Basin (including Meijiang River) and Longyan section of Jiulong River Basin. The river head is located in the county (city, district), township (town, street) and village (residence) where the rivers and lakes are located.

City-level river police are set up in Longyan section of Minjiang River Basin, Longyan section of Tingjiang River Basin (including Meijiang River) and Longyan section of Jiulong River Basin, and the river heads of counties (cities, districts) and townships (towns, streets) corresponding to rivers and lakes are set up by local public security organs.

The specific setting and determination of the chief river chief, deputy chief river chief, river chief and river police chief shall be implemented in accordance with the relevant provisions of the state, province and city. Article 8 The river chief is the first responsible person of the river length system within his administrative area, who is fully responsible for the management, protection and governance of rivers and lakes, the organization and leadership of the river length system, the decision-making and deployment, the coordination and solution of major problems in the implementation of the river length system, and the organization of supervision and inspection of the performance of the deputy river chief at the same level, the river chief at the next level.

The deputy chief river officer shall assist the chief river officer in the management, protection and management of rivers and lakes. Ninth municipal river supervisors shall perform the following duties:

(1) Organizing and leading the management, protection and governance of rivers and lakes;

(two) to coordinate and urge the relevant departments and the people's governments at lower levels to solve major problems in the management, protection and governance of rivers and lakes;

(three) to organize inspections of the responsible rivers and lakes;

(four) to promote the establishment of cross-regional coordination and linkage mechanism, and coordinate the implementation of joint prevention and control in the upstream and downstream, left and right banks;

(five) to complete other tasks assigned by the superior river chief and the river chief at the same level, and implement the river chief system. Article 10 The county-level river chief shall specifically perform the following duties:

(a) to coordinate and solve major problems in the management, protection and governance of rivers and lakes;

(two) the deployment of special management of rivers and lakes;

(three) to organize inspections of the responsible rivers and lakes;

(four) to promote the establishment of departmental linkage mechanism, and urge the relevant departments and township (town) people's governments and sub-district offices to deal with and solve problems in rivers and lakes, and investigate and deal with relevant illegal acts according to law;

(five) to complete other tasks assigned by the superior river chief and the river chief at the same level, and implement the river chief system. Eleventh township river supervisors shall perform the following duties:

(a) to coordinate and supervise the implementation of the specific tasks of the management, protection and governance of the responsible rivers and lakes, conduct inspections on the responsible rivers and lakes, and deal with the problems found in a timely manner;

(two) to perform reporting duties on issues beyond the scope of duties;

(three) to supervise and guide the work of village river chiefs;

(four) to complete other tasks assigned by the superior river chief to implement the river length system.
