In order to conscientiously implement the spirit of People's Republic of China (PRC) Traditional Chinese Medicine Law, in accordance with the requirements of the Interim Measures for the Administration of Registration of Chinese Medicine Expert Physician Examination and the Implementation Rules for the Administration of Registration of Chinese Medicine Expert Physician Examination in Heilongjiang Province, the examination of Chinese medicine expert physicians in Heilongjiang Province in 2023 is now carried out, and the relevant matters concerning the examination registration are notified as follows:
I. Registration conditions
Anyone who meets the registration conditions in the implementation rules can sign up for the qualification examination of Chinese medicine professionals in our province.
To study Chinese medicine with the teacher, the applicant shall meet the following conditions:
1. With full capacity for civil conduct, he has been studying Chinese medicine with his teacher in medical institutions in Heilongjiang Province for five years continuously, and his diagnosis and treatment methods for the declared diseases are unique, technically safe and effective, and he has passed the evaluation of his tutor.
2. Instructors should have the qualification of practicing doctors in the category of traditional Chinese medicine, practice in medical institutions in Heilongjiang Province, have been engaged in clinical work of traditional Chinese medicine for more than 15 years, or have the qualifications of professional and technical positions above the deputy chief physician of traditional Chinese medicine. A tutor may not take more than four apprentices at the same time.
3. Recommended by at least two practitioners of Chinese medicine, excluding their tutors.
After many years of practicing Chinese medicine, an applicant who applies to take the doctor qualification examination shall meet the following conditions:
1. Have full capacity for civil conduct, have medical origins, and have been engaged in medical treatment of traditional Chinese medicine for five years under the guidance of doctors of traditional Chinese medicine in Heilongjiang Province or for five years before the implementation of the Law of People's Republic of China (PRC) on Traditional Chinese Medicine.
2. The diagnosis and treatment methods of declared diseases are unique, technically safe and effective, and have been widely recognized by patients.
3. Recommended by at least two Chinese medicine practitioners.
The recommended teacher should be a practicing doctor of traditional Chinese medicine in Heilongjiang Province, which is related to the recommended major.
Those who have passed the qualification examination for professional and technical doctors of traditional Chinese medicine may not apply again.
Second, declare the scope of the disease
The declared diseases and disease names shall be implemented in accordance with the Notice of state administration of traditional chinese medicine and the National Health and Wellness Committee on Printing and Distributing. Each person can only report 1 disease category, and the name of the disease is limited to 3 diseases in this disease category.
Third, the registration procedure.
Online registration
Those who meet the registration requirements should log in to official website of the Provincial Administration of Traditional Chinese Medicine within the registration time/click "Heilongjiang Province Master of Traditional Chinese Medicine and Specialist Examination Management System" in "Business Services", then select "Heilongjiang Province Specialist Qualification Examination Registration System" to register and fill in accurate and complete personal information. After registration, the relevant information is not allowed to be modified. The online registration deadline system will close the application and will not accept it after the deadline.
Site confirmation
After the applicant logs into the system to export the registration materials, he or she will go to the county-level health administrative department where the clinical practice is located or the county-level health administrative department where the teacher's main practice institution is located to conduct on-site audit. The relevant health administrative departments at the county level are responsible for reviewing the authenticity and completeness of the application materials submitted by the applicants within their respective administrative areas and whether there are any safety incidents in the clinical practice of traditional Chinese medicine, so as to ensure consistency with the information in the registration system. In the preliminary examination stage, all supporting materials shall be provided in originals, and those that cannot be provided in originals shall be deemed invalid. The health administrative department at the county level shall conduct on-the-spot verification at the applicant's clinical practice institution or the main practice institution where the instructor is located.
On-site confirmation only accepts online registration information and certificates and other related content audits, and does not accept registration applications and cross-regional audits. After the examination, the health administrative department at the county level shall put forward the preliminary examination opinions and publicize the relevant information of the qualified personnel in the preliminary examination to the public for not less than five working days. The publicity should be completed before 65438+ in March 2007. If there is no objection to the publicity, the application materials shall be submitted to the municipal health administrative department of the district before March 2, 2023/KLOC-0.
Municipal review
The municipal health administrative department with districts shall, in combination with the preliminary examination opinions, review the materials submitted by the applicant. After the examination and approval, the application materials will be submitted to the provincial competent department of traditional Chinese medicine before April 4, 2023.
The provincial department in charge of traditional Chinese medicine shall examine and confirm the submitted materials, and publicize the personnel information that meets the evaluation conditions to the public for not less than five working days.

If there is no objection after examination, you can log on to the registration website one week before the exam and print the admission ticket.
Examination time
The qualification examination time for professional and technical doctors of traditional Chinese medicine is tentatively scheduled for July 2023. Please refer to the admission ticket for the specific examination time.
Four. Submission of materials
The following materials shall be submitted when applying for the qualification examination for doctors specializing in traditional Chinese medicine:
To study Chinese medicine as an apprentice and apply for the qualification examination for doctors specializing in Chinese medicine, the following materials shall be submitted:

3. A summary of the professional knowledge of traditional Chinese medicine, including a description of the basic contents and characteristics of medical skills, indications or scope of application, safety and effectiveness.
