In order to further solve the difficulties encountered by the elderly in using intelligent technology, on the evening of 24th, the General Office of the State Council issued the Implementation Plan on Effectively Solving the Difficulties of the Elderly in Using Intelligent Technology (hereinafter referred to as the Implementation Plan), which made arrangements for further solving the difficulties encountered by the elderly in using intelligent technology, adhering to the parallel of traditional service methods and intelligent service innovation, and providing more comprehensive, intimate and direct convenience services for the elderly.

This document responds to current social concerns:

First, improve the management of "health code" to facilitate the passage of the elderly. All localities shall not use the health code as the only voucher for personnel to pass.

The second is to retain the traditional financial business, and no unit or individual may refuse to accept cash in the form of standard terms, notices, statements and notices. In order to improve the face-to-face service of service personnel, we will support cash and bank card payment in high-frequency consumption places for the elderly such as retail, catering, shopping malls and parks, and pay administrative fees such as basic public service fees and utilities.

The third is to provide medical services such as multi-channel registration and optimize online medical services for the elderly. This is a measure that medical institutions generally implement the appointment system during the epidemic prevention and control period, which makes it inconvenient for the elderly to seek medical treatment.

In addition, the implementation plan also puts forward many work requirements from the aspects of facilitating the daily transportation of the elderly, facilitating the elderly to use intelligent products and services, and facilitating the elderly to handle affairs and services. In terms of financial services, the implementation plan also proposes to create suitable mobile banking apps such as poster version, voice version, national language version and concise version, so as to improve the ease of use and security of mobile banking products and facilitate the daily consumption of online shopping, ordering, housekeeping and living payment for the elderly.

By the end of 2020, we will concentrate on promoting all traditional services to be fully guaranteed, and promptly introduce and implement a number of effective measures to solve the most urgent problems of the elderly in effectively meeting their basic needs by using intelligent technology.

By the end of 20021,it will be more common to promote the elderly to enjoy intelligent services around high-frequency problems and service scenarios such as travel, medical care, consumption, entertainment and work, and the traditional service methods will be more perfect.

By the end of 2022, the level and convenience of intelligent services for the elderly will be significantly improved, online and offline services will be more efficient and coordinated, and a long-term mechanism to solve the "digital divide" problem faced by the elderly will be basically established.
