Public bidding should be the main procurement method of government procurement. The purchaser shall not split the goods or services that should be purchased by public bidding or evade public bidding in any other way. Competitive negotiation refers to the negotiation between the negotiating team and qualified suppliers on the procurement of goods, projects and services. The supplier submits the response document and the final quotation according to the requirements of the negotiation document, and the purchaser determines the procurement method of the shortlisted supplier from the shortlisted candidates proposed by the negotiation team.

According to the provisions of Article 23 of the Government Procurement Law, the purchaser shall examine the qualifications of suppliers according to law and produce a list of suppliers that meet the corresponding qualifications, and the negotiating team shall determine not less than three suppliers from the list of suppliers that meet the corresponding qualifications to participate in the negotiations.
