He said: in the past five years, Gansu, like the whole country, has made breakthrough progress in economic and social development, and both social productive forces and comprehensive economic strength have reached a new level. From 2003 to 2007, the province's GDP, per capita GDP, investment in fixed assets, industrial added value and profits, large-caliber fiscal revenue, general budget revenue and other major economic indicators more than doubled, infrastructure construction achieved a historic leap, and people's lives were greatly improved. In 2007, with the strong support of the central government and the joint efforts of the whole province, the economy and society of our province continued to maintain a sound and rapid development trend. The implementation of the province's financial budget is generally good, with the general budget revenue of19.09 billion yuan, an increase of 35.2%; Large-caliber revenue reached 39 1.9 billion yuan, a year-on-year increase of 32.9%; The fiscal expenditure was 67.53 billion yuan, an increase of 27.8%. The balance and timeliness of fiscal expenditure have been significantly improved, and the level of fiscal management has reached a new level. Last year, the central government further increased all kinds of subsidies to our province, which better guaranteed the basic expenditures such as full payment of wages, normal operation of government agencies, institutions and employees, and ensured key expenditures such as agriculture, education, science and technology, social security, medical and health care, enterprise reform, energy conservation and emission reduction, effectively eased the financial difficulties at the grassroots level and strongly supported the coordinated development of economic and social undertakings in the province.
Xu Shousheng said that because our province is an underdeveloped province in the west, with weak economic foundation, poor natural conditions and prominent contradiction between fiscal revenue and expenditure, there are still many difficulties and problems in fiscal operation, such as large deficit, heavy debt, low per capita level and weak self-sufficiency ability. We will conscientiously implement the Scientific Outlook on Development and further improve our self-development ability. At the same time, I also hope that the Ministry of Finance will continue to increase its support to promote the sound and rapid economic and social development in Gansu.
Xie expressed sincere pleasure at the remarkable achievements made in Gansu's economic and social development in recent years.
