(1) Hazardous waste refers to discarded batteries (nickel-cadmium batteries, mercury oxide batteries, lead batteries, etc. ), fluorescent tubes (fluorescent tubes, energy-saving lamps, etc. ), sphygmomanometer, thermometer, medicine and its packaging, waste paint, solvent and its packaging, waste pesticide, disinfectant and its packaging, waste film, waste photographic paper, etc.
(2) Perishable garbage refers to the kitchen garbage produced by canteens, hotels and restaurants of relevant units and kitchen garbage produced by families, as well as vegetable and fruit garbage, carrion, meat residue, eggshells, internal organs of livestock and poultry products produced by farmers' markets and agricultural products wholesale markets;
(3) Recyclable materials mainly include waste paper, waste plastics, waste metals, waste packaging materials, waste textiles, waste electrical and electronic products, waste glass, waste paper aluminum-plastic composite packaging and other recyclable materials;
(4) Other garbage refers to municipal solid waste other than recyclables, perishable garbage and hazardous waste. Article 5 The people's governments of cities and counties (cities, districts) and the administrative committees of development (holiday) parks shall strengthen their leadership over the classified management of municipal solid waste, formulate policies and measures for the classified management of municipal solid waste, establish a guarantee mechanism for the investment of institutions, personnel and funds, coordinate the handling of major problems in management, and realize the classified management objectives of municipal solid waste.
Sub-district offices shall, in accordance with the provisions of these measures, organize and implement the classification of urban domestic waste within the region. Article 6 The municipal comprehensive administrative law enforcement department of urban management is the competent department of municipal solid waste classification, responsible for organizing the implementation of these measures, and guiding and supervising the classified management of municipal solid waste.
The comprehensive administrative law enforcement department of urban management of counties (cities, districts) and development (holiday) parks is responsible for the specific work of classified management of urban domestic waste within their respective jurisdictions. Article 7 The competent commerce department is responsible for formulating and implementing industrial policies, standards and development plans for recycling renewable resources, and supervising and managing the recycling of recyclable materials.
The competent administrative department of environmental protection is responsible for the supervision and management of hazardous waste transportation and loading and unloading.
The construction administrative department is responsible for the supervision and management of the domestic waste classification of the property service enterprises.
The administrative department of education is responsible for incorporating the relevant knowledge of domestic waste classification into the environmental education content of schools in this Municipality, popularizing the knowledge of domestic waste classification and cultivating the habit of domestic waste classification.
The medical and health administrative department is responsible for guiding the classification of domestic waste in the medical and health system.
The administrative departments of transportation, tourism, press and publication, radio and television are responsible for urging relevant units to do a good job in the publicity and implementation of domestic waste classification within their service and management scope.
Other departments shall, in accordance with their respective responsibilities and the provisions of these measures, do a good job in the classified management of domestic waste. Eighth residents' committees shall cooperate with the county (city, district) street offices and urban management comprehensive administrative law enforcement departments, and develop (holiday) parks to do a good job in the publicity and implementation of domestic waste classification.
The owners' committee and the realty service enterprise shall mobilize and urge the residents in residential areas to put domestic garbage in a classified way and do a good job in the classified collection of domestic garbage. Article 9 Units and individuals shall put domestic garbage in different categories according to the regulations, and shall not abandon, dump or pile up domestic garbage at will. Chapter II Establishment of Classified Facilities Article 10 The municipal comprehensive administrative law enforcement department of urban management shall, jointly with the relevant municipal administrative departments, formulate the implementation plan of classified management of urban domestic waste in this Municipality and the specifications for the establishment of facilities, and organize the implementation after being approved by the municipal government. Article 11 County (city, district) people's governments, development (holiday) park management committees and subdistrict offices shall organize the construction, installation or renovation of garbage transfer stations, garbage houses, hazardous waste temporary storage points, garbage sorting centers, garbage collection containers and other places, facilities and equipment within their respective jurisdictions in accordance with the implementation plan and facilities setting specifications for urban domestic waste classification management.
Organs, organizations, schools, enterprises and institutions, airports, railway stations, passenger stations, bazaars, parks, residential quarters, etc. Facilities and equipment such as domestic waste sorting and collection containers shall be set up and managed in accordance with the provisions of these Measures. Twelfth domestic waste sorting facilities and equipment should be regularly maintained and cleaned to keep their appearance and function intact, neatly placed, clean and sanitary, and there is no scattered garbage and sewage around. Chapter III Classified Delivery Article 13 Domestic garbage shall be classified and delivered in accordance with the following provisions:
(1) Putting hazardous wastes into hazardous waste collection containers or handing them over to qualified hazardous waste treatment enterprises for treatment;
(2) putting perishable garbage into a perishable garbage collection container;
(3) putting the recyclables into a recyclables collection container;
(4) Dumping other garbage into other garbage collection containers.
