How to ensure maternal and infant safety and children's health?

On May 6, the National Health and Wellness Committee recently released the Action Plan for Maternal and Infant Safety (20 18—2020) and the Action Plan for Healthy Children (20 18—2020), aiming at ensuring maternal and infant safety and children's health.

The Action Plan for Maternal and Infant Safety (20 18-2020) proposes that by 2020, the national maternal mortality rate will be reduced to18/100000, and the national infant mortality rate will be reduced to 7.5‰. The plan proposes to carry out five major actions, including pregnancy risk prevention, critical care, quality and safety improvement, specialist capacity building, and convenience and quality service. For example, according to the standards of open beds and configuration, medical personnel and facilities are fully equipped to ensure that service resources match the service volume. Reasonable arrangement of outpatient B-ultrasound and other equipment, increase wearable equipment such as fetal heart monitoring, and gradually shorten the waiting time for inspection. Optimize the layout and service process of obstetric outpatient service, focus on the links of obstetric outpatient service, ultrasound examination, fetal heart monitoring, blood collection, urine test and payment, and strive to provide one-stop service. Improve self-service equipment, provide convenient service facilities, and set up breastfeeding rooms in pediatrics and child health clinics.

The Action Plan for Healthy Children (20 18-2020) proposes that by 2020, the children's health service system covering urban and rural areas will be further improved, the children's medical care service capacity will be continuously improved, and the children's health level will be continuously improved. The infant mortality rate and the mortality rate of children under 5 years old are controlled below 7.5‰ and 9.5‰ respectively. The exclusive breastfeeding rate of infants aged 0-6 months is over 50%. The plan puts forward eight actions, including children's health promotion action, newborn safety action, comprehensive prevention and control action of birth defects, early childhood development action, children's nutrition improvement action, children's key disease prevention and control action, children's medical and health service improvement action, and children's health science and technology innovation action. For example, improve the children's medical and health service system, expand children's medical and health service resources, promote the construction of pediatric medical associations, and encourage social forces to set up children's medical and health institutions. Reasonably adjust the price of pediatric medical care services, promote the grading diagnosis and treatment system, give priority to children's family contract services, enhance the ability of basic public health services, and gradually form a medical treatment pattern of first consultation and two-way referral at the grassroots level.

Strengthen the construction of children's medical and health care talents, intensify training, improve wages and promote career development. Strengthen the construction of Chinese medicine pediatrics in medical institutions, actively promote the application of appropriate technology in Chinese medicine pediatrics, and promote the implementation of Chinese medicine public health services in the field of children's health.
