59 The State incorporates the prevention and control of infectious diseases into the national economic and social development plan, and the local people's governments at or above the county level incorporate the prevention and control of infectious diseases into the national economic and social development plan of their own administrative regions.
Article 60 Local people's governments at or above the county level are responsible for the day-to-day financing of the prevention, control and supervision of infectious diseases in their own administrative areas in accordance with the responsibilities of the government at that level.
The health administrative department of the State Council, in conjunction with the relevant departments of the State Council, in accordance with the epidemic trend of infectious diseases, to determine the national infectious disease prevention, control, treatment, monitoring, forecasting, early warning, supervision and inspection programs. The central financial institutions to implement the major infectious disease prevention and treatment programs in difficult areas to give subsidies.

Article 61 The State strengthens the construction of grass-roots infectious disease prevention and control systems, and supports the prevention and control of infectious diseases in impoverished and minority areas.
Local people's governments at all levels shall guarantee funding for the prevention and control of infectious diseases at the grassroots level in urban communities and rural areas.
Article 62 The State shall provide medical assistance to people in difficulty suffering from specific infectious diseases, and reduce or waive medical fees. Specific measures shall be formulated by the health administrative department of the State Council in conjunction with the financial department of the State Council and other departments.
Article 63 The people's governments at or above the county level are responsible for stockpiling medicines, medical equipment and other materials for the prevention and treatment of infectious diseases.
Article 64 For personnel engaged in the prevention of infectious diseases, medical treatment, scientific research, teaching, on-site treatment of outbreaks, as well as other personnel exposed to the pathogens of infectious diseases in the course of production and work, the relevant units shall, in accordance with the state regulations, take effective measures of sanitary protection and medical care, and give appropriate allowances.
