1.4 Working Principles

2.2 Local Command Organization of Anti-Earthquake and Disaster Relief

When an earthquake of magnitude 6.0 or more and less than 7.0 occurs in a more densely populated area, and an earthquake of magnitude 5.0 or more and less than 6.0 occurs in a densely populated area, the initial judgment is a major earthquake disaster.
(3) A major earthquake disaster is one that causes more than 10 and less than 50 deaths (including missing persons) or causes heavier economic losses.
When an earthquake of magnitude 5.0 or higher or 6.0 or lower occurs in a more densely populated area, and an earthquake of magnitude 4.0 or higher or 5.0 or lower occurs in a densely populated area, it is initially judged to be a larger earthquake disaster.
(4) A general earthquake disaster is one that causes 10 or fewer deaths (including missing persons) or results in some economic loss.
When an earthquake of magnitude 4.0 or higher and less than 5.0 occurs in a more densely populated area, it is initially judged as a general earthquake disaster.
3.2 Classified Response
According to the classification of earthquake disaster, the emergency response to earthquake disaster is divided into Class Ⅰ, Class Ⅱ, Class Ⅲ and Class Ⅳ.

Under the support of the provincial and municipal earthquake relief headquarters in the disaster area, the county-level earthquake relief headquarters in the disaster area will lead the earthquake emergency response work in the disaster area. Earthquakes occurring in border areas, areas inhabited by ethnic minorities, and other special areas can appropriately raise the level of response according to need. 4.3 Disaster Report
After the occurrence of an earthquake disaster, the local people's government at or above the county level where the disaster area is located will promptly report the information on the situation of the earthquake and the disaster to the people's government at the higher level, and may report to the higher level if necessary. The occurrence of particularly significant, major earthquake disaster, the Ministry of Civil Affairs, China Earthquake Administration and other departments to quickly organize and carry out on-site disaster collection, analysis and judgment work, reported to the State Council, and timely renewal of the relevant information. Public security, production safety supervision, transportation, railway, water conservancy, construction, education, health and other relevant departments to collect and understand the situation in a timely manner to the State Council. 5.1 Search and Rescue

5.3 Resettlement of disaster-affected people
Opening emergency shelters, organizing the collection and transfer of food, drinking water, clothing, tents, mobile toilets and other types of relief supplies, to solve the problems of the affected people's meals, drinking water, clothing, shelter and other issues; setting up points for distribution of daily necessities in the disaster-stricken villages, towns, and streets, to ensure that daily necessities are distributed in an orderly manner; organizing the production, transfer, installation of Organize the production, transfer and installation of movable and simple houses as needed; and equip the centralized resettlement sites of the disaster-affected people with necessary fire-fighting equipments and devices to prevent fires from occurring. 5.5 Strengthening on-site monitoring

5.9 Strengthening the management of foreign affairs
Timely notification of the relevant situation to the relevant countries and regions in China; coordinating and arranging for the entry of foreign rescue teams for rescue operations, going through foreign affairs formalities according to the regulations, assigning rescue tasks, and making relevant guarantees; strengthening the acceptance and management of rescue materials from abroad, and doing a good job of inspection and quarantine and registration according to the regulations; and arranging for the interviews of foreign news media in a timely manner. 5.10 Release of Information

5.12 End of Emergency Response

6.2 Major Earthquake Disasters
6.2.1 Local Government Emergency Disposal
Provincial earthquake relief headquarters to develop rescue forces and relief supplies and equipment configuration program, coordinate the resident People's Liberation Army, armed police forces, and organize various types of professional rescue teams to carry out search and rescue, medical care, resettlement of victims, prevention of secondary hazards and emergency recovery work. 6.3 Larger and General Earthquake Disasters
The municipal (prefecture) and county-level earthquake relief commands organize all kinds of professional rescue and relief teams to carry out search and rescue, medical care, resettlement of victims, prevention of secondary disasters, and emergency recovery work. Provincial earthquake relief headquarters in accordance with the actual needs of the response work or the lower level of the earthquake relief headquarters request, coordinate the dispatch of professional and technical forces and rescue teams, organize the mobilization of earthquake relief materials and equipment, guidance to the city (prefecture), the county to carry out the work of earthquake relief; if necessary, request the support of the relevant departments of the State.

7.2 Implementation of restoration and reconstruction
