After 70 years of unremitting efforts, China's medical and health undertakings have undergone earth-shaking changes. There are several main aspects:
First, the medical and health network has been continuously improved, and the service accessibility has been significantly improved.
China has established a three-level medical prevention and health care network covering cities (provinces, cities and counties) and rural areas (counties, townships and villages), so that all people can enjoy basic medical care. The speed of running medical services in society is also accelerating. In 20 18, private hospital beds accounted for more than 26% of the total beds in China. There are more than 990,000 medical and health institutions in China with 8.4 million beds. The total number of health system personnel reached 123 1000, the number of doctors per thousand population reached 2.59, and the number of nurses per thousand population reached 2.94, exceeding the average level of middle-income countries.
Second, the investment in health has been continuously improved, and the burden of medical treatment for the masses has been gradually reduced.
In 20 18, the total health expenditure in China accounted for 6.6% of GDP. The financial subsidy standard for basic medical insurance for urban and rural residents and the subsidy standard for basic public health services per capita have been continuously improved. Based on the principle of low level, wide coverage and sustainability, the basic medical security system has covered more than 654.38 billion people, and the participation rate has stabilized at 95%. In a relatively short period of time, we have established the largest basic medical security network in the world. The proportion of personal health expenditure to total health expenditure has dropped to 28.6%, the lowest level in this century.
Third, adhere to prevention, and major diseases have been contained.
The patriotic health campaign in China has significantly improved the health environment in urban and rural areas. With the implementation of the planned immunization system in China, vaccine-preventable infectious diseases have been reduced to a very low level. China pays attention to the control of major diseases, so that AIDS, tuberculosis, schistosomiasis and hepatitis B have been controlled, and gratifying achievements have been made in the prevention and treatment of occupational diseases and endemic diseases. China has a complete emergency team and system for public health emergencies, and successfully responded to major emergencies such as SARS and H7N9.
Fourth, the ability of medical services continued to improve.
The people's sense of gain is constantly increasing. China has made new breakthroughs in some key medical technology fields, produced a number of international leading achievements, and popularized and applied new technologies, new equipment and new methods. New progress has been made in expanding the supply of medical services, improving the quality of medical services and strengthening the construction of medical ethics. In 20 18, the total number of outpatient and emergency departments in China exceeded 8.3 billion, and the number of discharged patients exceeded 250 million. We will do our best to help the poor, ensure the health of key groups such as women, children, the elderly, the disabled and the poor, and constantly improve the fairness of health services.
Five, give full play to the advantages of traditional Chinese medicine, promote inheritance and innovation.
Strengthen the training of Chinese medicine talents, select and commend Chinese medicine masters, popularize appropriate technologies of Chinese medicine, and promote the overseas development of Chinese medicine.
Sixth, expand international health exchanges and participate in global health governance.
China sent 26,000 medical personnel to 7/kloc-0 countries and treated 280 million patients. China has strengthened cooperation with international organizations to support the fight against Ebola hemorrhagic fever in West Africa, and signed and implemented more than 60 cooperation agreements in the health field with international organizations and relevant countries and regions.
