1. Identify risks: list all kinds of health and safety risks in the factory, such as mechanical equipment operation, chemical exposure, electrical failure and high temperature operation.
2. Assess the degree of risk: assess the risk and consider its severity. It is marked with numerical grade or color code, with 1 to 5 indicating the risk grade, and with red, yellow and green indicating the risk degree.
3. Formulate control measures: formulate corresponding control measures according to risks, including installing safety equipment, providing personal protective equipment, training employees, and formulating operating procedures.
