Article 4 The postal administration department of the autonomous region shall be responsible for the supervision and management of universal postal service and postal market in the whole region.
City (prefecture) postal administration department under the leadership of the autonomous region postal administration department, responsible for the supervision and management of postal universal service and postal market within their respective administrative areas.
Development and reform, finance, natural resources, housing and urban and rural construction, transportation, public security, national security, customs, market supervision and management and other relevant departments shall, in accordance with the division of responsibilities, assist in the relevant work of the postal industry according to law. Article 5 Citizens' freedom and privacy of correspondence shall be protected by law. No organization or individual may infringe upon citizens' freedom and privacy of communication for any reason, except that public security organs, state security organs and procuratorial organs check communications in accordance with the procedures prescribed by law because of national security or the need to investigate criminal offences.
Except as otherwise provided by law, no organization or individual may inspect or detain mail or remit money. Article 6 Postal administrations, public security organs, state security organs and customs shall cooperate with each other, establish and improve the security guarantee mechanism, strengthen the supervision and management of postal communication and information security, and ensure postal communication and information security. Article 7 The autonomous region encourages and supports express delivery enterprises of various ownership to carry out express delivery business to meet the needs of all sectors of society. Eighth postal enterprises and express delivery enterprises should strengthen service quality management, improve security measures, and provide users with fast, accurate, safe and convenient services.
Postal enterprises shall undertake the obligation of universal postal service in accordance with the provisions of the state and the autonomous region.
Express delivery enterprises shall provide express delivery services in accordance with the express delivery service standards and abide by the public service commitment. Ninth units and individuals have the obligation to protect postal facilities and maintain the safe and smooth postal communication, and have the right to stop and report acts that damage postal facilities and endanger the safety of postal communication. Chapter II Postal Facilities Article 10 The layout and construction of postal facilities shall conform to the universal postal service standards, meet the needs of ensuring universal postal services, and adapt to local economic and social development. Eleventh postal enterprises should adopt modern science and technology and management means, give full play to the advantages of postal network, postal facilities, security and information transmission, enhance the universal service ability, and meet the postal needs of society. Article 12 People's governments at all levels shall, in accordance with the principles of overall arrangement, rational layout, moderate advance and convenient use, incorporate the layout and construction of postal facilities into urban and rural planning and overall land use planning, support the construction of postal facilities that provide universal postal services, and focus on supporting the construction of postal facilities in remote agricultural and pastoral areas. Thirteenth new urban areas, development zones, independent industrial and mining areas, residential areas, old areas and township (village) construction should be unified planning, while building supporting postal facilities to provide universal postal services. If the existing postal facilities in urban built-up areas cannot meet the requirements of universal postal service, they should be expanded or rebuilt.
Large stations, airports, universities, hotels, tourist attractions (spots) and other public service places should build supporting postal service facilities. Where conditions permit, postal business premises that provide universal postal services shall be established. Fourteenth organs, enterprises, institutions and social organizations should set up places to receive mail.
People's governments at all levels shall set up universal postal service places in townships (towns); If it has not been established, the postal enterprise shall sign an agreement with the township (town) people's government to properly receive and deliver the mail.
People's governments at all levels shall gradually set up village post stations in villages with conditions; If it has not been established, the villagers' committee in agricultural and pastoral areas shall designate a place to receive mail and be responsible for receiving and forwarding the mail in the village. Article 15 The design and construction of mail handling places shall meet the requirements of the state security organs and customs for performing their duties according to law. Sixteenth new urban residential buildings should be set up in a convenient location corresponding to the number of users of postal letter boxes (groups). The construction of postal letter boxes (groups) shall be included in the unified planning of construction projects, and its production and installation costs shall be included in the overall budget of construction projects; Design units shall design in accordance with the standards prescribed by the state; The construction unit shall set up letter and newspaper boxes (groups) in accordance with the standards stipulated by the state, and carry out construction and acceptance at the same time with the main project; The acceptance data of postal letter boxes (groups) shall be submitted to the Postal Administration for filing within 15 days from the date of project completion acceptance. Failing to set up letter and newspaper boxes (groups) in accordance with the regulations, the postal administration agency shall order the construction unit to set them up within a time limit, and the required expenses shall be borne by the construction unit.
There is no postal letter box (group) in the urban residential building that has been built and used, and the property owner or the property management unit entrusted by it is responsible for the supplementary construction; If the construction is not completed within the time limit, the postal administration institution shall designate other units to set up postal letter boxes (groups), and the required expenses shall be borne by the property owners of residential buildings or the property management units entrusted by them.
The property owner or its entrusted property management unit is responsible for the maintenance and management of postal letter boxes (groups).
