According to the Notice of the Ministry of Finance and the National Development and Reform Commission on Clearing and Regulating a Batch of Administrative Fees, preventive physical examination is free. However, after being free of charge, it is very common for many cities to queue up for medical examinations and start queuing in the early hours of the morning to get a health certificate. The health certificate has changed from paying money to grabbing numbers.
At 9 o'clock in the morning of June 28, Mr. Huang, who was engaged in the catering industry in Xiamen, Fujian, went to Xiamen Xinkaiyuan Hospital to apply for a health certificate and was told that there was no number.

Not only in Xiamen, but also in Shandong, Shanghai, Sichuan, Guizhou and other places, people have reported that it is too difficult to get a health certificate and queue up.
Why is it more difficult to get a permit after free?
Huang Jingren, head of the medical department of Xiamen Xinkaiyuan Hospital, told the reporter that with the implementation of the national policy of benefiting the people, it is not allowed to check the letters of introduction or certificates of the applicants at the same time, resulting in a sharp increase in the number of medical examinations.
While the handlers complained, the doctors in the physical examination center were also overworked. In the physical examination center of Xiamen Xinkaiyuan Hospital, there was a long queue at the entrance of the radiology department. In response to many people's questions about why they can't speed up the processing, Zheng Yanchu, director of radiology department, said that they are already overworked, and doctors can take shifts, but the instruments can't cope. According to its introduction, there are more than 200 physical examination personnel every day, and there is only one machine in the radiology department. Last July, one tube exploded, and now another tube has exploded. In less than a year, two pipes exploded. The machine is too hot, so you need to stop and have a rest before doing it.
Huang Jingren said that due to the large number of people applying for health certificates, some people began to queue up at 5 or even 3 in the morning in order to get the number earlier, and they had to have an empty stomach for physical examination, which brought great trouble to the applicants. At present, they are applying for more instruments and manpower.
Xiahe Branch of Zhongshan Hospital affiliated to Xiamen University has also encountered the problem of a sharp increase in physical examination personnel. Because it is impossible to check the documents, people who come to the medical examination only need to have an ID card. Some people even regard the health certificate as a free medical examination, which makes it difficult for those who really need it to handle it. The staff said: "We have done it for more than a year and failed to achieve the expected goal. People's satisfaction is far from what we expected. Because we can't accommodate so many medical examiners. Every hospital has this problem. Now the government will allocate funds, and we will not refuse, but the capacity is really unbearable. "
Not only Xiamen, but also many parts of the country have more or less similar problems. After a period of "vacuum period", many places have introduced policies to increase the number of medical examination places with local financial support. In Jinan City, Shandong Province, after handling the health certificate for free, many institutions that originally charged fees were unwilling to accept the medical examination again, and there was no financial support for the time being, which led to the fact that the medical examination of the health certificate could only be done in a few specific hospitals, and the problems such as long queues and slow evidence collection were prominent.
Hao Hongbo, director of the Comprehensive Supervision and Food Safety Division of the Jinan Municipal Health Planning Commission, said that since then, they have diverted applicants by increasing medical institutions, network and telephone appointments, and at the same time, together with financial, food and drug supervision departments, they have provided financial support for medical institutions. Hao Hongbo introduced that the medical examination items and related certification materials were unified, unnecessary and repeated certificates were reduced, and one-time notification was implemented, simplifying the handling procedures; Actively coordinate the food and drug supervision and management departments, further clarify the occupations and posts that need preventive physical examination according to law, strictly control the scope of health examination for employees, avoid the situation that non-work needs free physical examination, and avoid the loss of national assets.
In response to this problem, Xiamen is also planning to issue "Several Provisions on the Management of Employees' Health Examination" to further standardize preventive health examination and solve the contradiction between the substantial increase in demand and the lack of business development.
